Board Investigator

  • Job Summary:

    This Board Investigator provides investigative services for ethical complaints received by the North Carolina Board of Licensed Clinical Mental Health Counselors (NCBLCMHC). The position assists the Board Executive Director with the process of managing ethical complaints, including, but not limited to, documentation and record keeping. This position also provides consultation to licensees, the public, and other stakeholders as it relates to ethics and ethical practice and must be able to maintain complete confidentiality. 

     

    Essential Duties and Responsibilities:

    The following duties and responsibilities are a summary of the essential functions of the job. Other duties might be performed, both major and minor, which are not mentioned below. Specific activities could change periodically.

    • Processing and investigating ethics complaints;
    • Work remote with some on site duties at the NCBLCMHC Board office located in Greensboro, North Carolina
    • Attending Board meetings;
    • Attending Ethics Committee meetings and reporting complaint investigation results;
    • Assisting the Board’s attorney in the preparation for the hearings as well as review and investigation of cases;
    • Maintaining documentation of investigative activities, including complaints and responses received, interview notes, copies of subpoenas issued by the Board and all records received, and investigation outcomes;
    • Assisting in preparing appropriate compliance reports for regulatory agencies;
    • Conducting investigations of complaints received by the Board;
    • Identifying ethical or legal issues that require follow-up or investigation;
    • Testifying at administrative hearings;
    • Monitoring and assisting the Board with enforcement of compliance with disciplinary actions issued by the Board in a timely manner;
    • Drafting charge letters and educative letters based upon results of complaint investigations in a timely manner and submitting them to the Board attorney for review;
    • Drafting correspondence related to complaint cases;
    • Writing articles for the Board’s newsletter and web content;
    • Representing the Board at educational and public forums;
    • Complying with the requirements of the “NCBLCMHC COMPLAINT DOCUMENTATION & INVESTIGATION PROCESS” in a timely manner; and
    • Other duties as assigned.

     

    Required Skills/Abilities:

    • Excellent verbal and written communication skills required;
    • Ability to develop a thorough knowledge of all statutes, rules, policies, and ethical codes relevant to the Board’s functions;
    • Ability to write professional correspondence and procedure manuals;
    • Ability to actively listen and to give full attention to what other people are saying; ability to understand the points being made, ask questions as appropriate to clarify information and ideas presented through spoken words and sentences;
    • Ability to pay close attention to detail for accuracy and thoroughness in completing work;
    • Ability to keep information confidential;
    • Ability to develop specific goals and plans to prioritize, organize and accomplish work;
    • Ability to effectively present information and respond to questions from Board Members, groups of managers, clients, customers and the general public;
    • Ability to define problems, collect data, establish facts, and draw valid conclusions;
    • Ability to exercise discretion and independent judgment in fulfillment of responsibilities; ability to analyze information, anticipate risks to quality assurance, and evaluate results;
    • Must be proficient in the use of basic office equipment, business software (specifically, Microsoft Office Suite) and internet research methodologies;
    • Ability to learn and use cloud-based database software; and
    • Valid NC driver’s license.

     

    Education/Experience:

    • Master’s degree required; Master’s degree in clinical mental health counseling or equivalent preferred;
    • Licensure as a NC Licensed Clinical Mental Health Counselor (LCMHC) in good standing preferred but not required;
    • Three years of professional experience with at least one year of experience in completing job functions based on a high level of understanding of professional rules and practices;
    • Investigative experience preferred; but not required
    • Valid NC driver’s license and use of a car;
    • Experience with government regulations or legal/ethical guidelines preferred;
    • Or equivalent combination of education and experience.

    Work Location:

    • Primarily remote with one day per week in office.
    • All positions, regardless of current work location noted on this job description, may change work location requirements from time to time based on business demand.

     

    Travel Requirements:

    • Up to 10% travel required
    • Travel is required and sometimes overnight, primarily within the state of North Carolina.

     

    Essential Physical Demands:

    • Regularly required to use hands;
    • Frequently required to sit, reach with hands and arms, and talk or hear;
    • Regularly required to stand and walk;
    • Frequently required to climb stairs;
    • Must be able to lift 15 pounds or more in tight spaces;
    • Occasionally required to work on evenings and weekends.
