    General Summary 

    This position is a complex and highly specialized managerial role overseeing administration of the Procurement Unit and related support services.  Work involves developing relationships with various internal and external stakeholders to manage the acquisition of facilities services, supplies, equipment, professional services, and information technology. Work includes evaluating Judicial Branch (Branch) needs, working closely with the Branch executive leadership to further the goals and mission of the Branch, reviewing contract terms and specifications, working with Executive Branch procurement directors to streamline procurement processes between the Branches, and making recommendations on appropriate procurement processes within the Branch to comply with state procurement rules. 

    The Procurement Manager will function as the chief procurement officer for the Branch and will be the subject matter expert on Branch and Executive Branch procurement rules and regulations, processes, and procedures. Work is of a highly independent nature and performed under administrative direction. This position provides strategic leadership, pursues consistent process improvement, and is responsible for the ongoing operations and accounting for the unit and branch, including daily supervision and management of procurement staff. 

    Essential Job Functions * 

    • Manages processes for determining product and/or service needs, budget requirements to determine contract specifications, delivery requirements, performance milestones, and evaluation criteria for award decisions.
    • Administers and oversees the full scope of procurement activities and outcomes of procurement teams linked to high dollar, unusual, or complex transactions to ensure compliance with procurement laws, rules, regulations, policies, and established goals.
    • Oversees the work of procurement staff and contract administrators in contract administration and management to obtain the best value for the Branch and maintain integrity in the procurement process.
    • Assists with the development, review, negotiation, and management of contractors to ensure protection and preservation of State assets. 
    • Develops policy and procedure recommendations affecting the Judicial Branch.
    • Responsible for the daily supervision, management, training, performance management, and work assignment and evaluation of unit staff.  Maintains a working knowledge of Human Resources Manual.

    Minimum Education and Experience Required to be Considered for Employment: 

    • Bachelor’s Degree, or higher level degree, in finance, procurement, business administration, or a related field preferred.
    • A minimum of 4 years of experience in business administration, procurement, or a related field. Directly related procurement experience may be substituted for educational requirement on a year-for-year basis.
    • After meeting the above minimum requirement, preference may be given to applicants with an advanced degree, a degree in law, or extensive management level procurement experience.

    Knowledge, Skills and Training to Adequately Perform Job Duties: 

    • Knowledge of Maine Executive Branch and Judicial Branch procurement laws.
    • Knowledge of contract administration practices and procedures.
    • Knowledge of negotiation techniques and ability to negotiate favorable contracts.
    • Ability to assess organizational workload capacity.
    • Ability to direct multiple complex and diverse operations.
    • Ability to lead and manage program plans, goals, and objectives.
    • Ability to provide leadership and feedback to direct reports.
    • Ability to communicate clearly and effectively.
    • Ability to research laws, regulations, and highly technical issues and offer sound advice.
    • Ability to work with a variety of people from different professions.
    • Ability to build productive, professional team relationships and maintain harmonious working relationships with staff, volunteers, community groups, and the general public.
    • Ability to establish positive working relationships with court personnel, judges, attorneys, and others in carrying out responsibilities.
    • Ability to work effectively with culturally diverse populations and individuals with disabilities. 

    Physical and Mental Demands: (include but are not limited to)

    Must be able to remain in a stationary position for prolonged periods to conduct office work, such as desk work and attending meetings. Needs to move inside or outside the office space to access file cabinets, office equipment, and assigned work locations. Must be able to use dexterity and coordination to use telephone, keyboard, computer and other office systems and equipment efficiently. The person in this position must be able to understand direction and possess cognitive, intellectual and mental ability to concentrate on details, perform more than one complex task at a time, handle diverse pressures, train and evaluate others, respond to complaints, understand complex subject matter and solve complex problems. The person in this position must use logic to analyze and prioritize. The person in this position must be able to communicate with others and regularly exchange ideas, information and meaning with others. The person in this position needs to adapt well in the face of workplace stressors such as complaints, competing priorities of reasonable or high significance to the successful function of the unit.

    • Confidential Management position Grade 20: $84,988.80 - $109,179.20 annually
