    AS A GS-0809-12 CONSTRUCTION CONTROL REPRESENTITIVE WITH THE NATIONAL PARK SERVICE, YOUR DUTIES WILL INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

    • Provides or manages project scoping, data and asset management, design phases (pre-design, schematic design, design development, construction documents), value analysis, and administration for a broad range of facilities and related maintenance operations, including construction, rehabilitation, and renovation and re-purposing.
    • Work may include, but is not limited to, the following type of structures or facilities: campsites, visitor centers, employee housing, potable water system, wastewater systems, communication systems, roads, bridges, trails, parking, transportation systems, and administrative structures as well as meeting budget and schedule requirements.
    • Work includes multiple simultaneous projects, ranging from small, single-discipline to large multi-disciplinary design and construction projects involving both single and multiple-year phasing, potentially funded from multiple funding sources and the employee will encounter work components requiring creative solutions that balance cultural and natural resource compliance issues and/or politically sensitive issues.
    • Performs contracting officer's representative duties for AE services and construction contracts and serve as contracting officer's technical representative on construction projects. Assists in negotiating A/E services, construction management services, and construction contracts. Requests funding clearance for contract modifications. Oversees project close-out: post occupancy, warranty review, and as-built record completion.
    • Provides guidance based on understanding of major principles and industry standards and developing design and construction standards for utility, infrastructure, and facility projects at the park. Ensure work completed by contractors is compliant with contract documents and code requirements.
    • Working within a multidisciplinary team, applies field construction expertise to review complex project scopes and/or prepare or review independent government estimates for substantive and/or complex projects.
    • Reviews complex designs for conformance with current field construction practices, and ensures designs fit field conditions and comply with performance-based contract requirements.
    • Provides on-site inspection and coordination of construction and engineering work required for construction projects.
    • Organizes, assigns, and controls work of assisting inspectors, technicians, and other project personnel.
    • Ensures clear and concise communication is in place and ongoing collaboration exists between the park, contractor, project administrator, and project inspectors.
    • Oversees the preparation/review of needed project documentation such as daily work logs, material submittals, project schedules, and other applicable documents.
    • Conducts continuing analysis to ensure that the project is meeting target dates and is within cost projections. Prepares and tracks cost reports from contract modifications and change orders to track program deficiencies. Initiates correction action as needed.
    • Provides guidance and communication to project supervisors and technical representatives to ensure that the contractor discharges his/her contractual obligations on a timely basis while adhering to the provisions of the contract, including scheduling, work methods, workmanship, specifications, and materials.

    To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to: 1) documented experience with project construction drawings, technical specifications, and cost estimates as well as project management of multiple concurrent projects as substantiated by resume/application, 2) knowledge of project management principles and concepts, 3) managing contractors, subcontractors or other project team members, 4) providing operational leadership principles and risk management regarding work safety, 5) providing reviews of project work products designed by others, including construction shop drawings, contracted design work, and interdisciplinary peer review, and 6) performing the duties of a project manager for wide variety of infrastructure and building projects, including both design and construction phases.     VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    PHYSICAL DEMANDS: A significant percentage of time in this position is spent performing on-site inspection and coordination of construction and engineering work required for construction projects. This work involves physical demands including but not limited to, walking, bending, stooping, etc. A smaller percentage of the work is of sedentary nature. Although most of the sites are within a day's trip from the office, some project activities may require overnight stays.

    WORKING CONDITIONS: A significant portion of the work takes place in the outside environment. The outside weather ranges from dry and dusty to rainy and from hot to cold; in wooded areas, under seashore/ocean conditions and urban conditions. The sedentary portion of the work is performed in an office setting. Some hazards may be encountered, typical of any construction project while others may be typical to historic structures and landscapes that have been poorly maintained.

    TELEWORK: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension.
