    ICMS is seeking a Budget Analyst III to join our team supporting our contract at NOAA in Asheville, North Carolina.


    Job Description includes the following but not limited to;  

    • Work on budget planning and execution in one or more phases of the budget process including, but not limited to, budget formulation, justification, planning, execution, and presentation in order to support the NOAA/NCEI mission.
    • Track financial and personnel resources, analyze, and reconcile program spending, prepare budget reports, and prepare responses to data calls in accordance with NOAA/NCEI policies and communicate to upper management.
    • Assist in identifying and assessing potential project funding issues and identify opportunities for corrective action.
    • Work with divisions and the NOAA/NCEI budget team on annual budget estimates for divisions.
    • Work on updates to the division fiscal year financial plans.
    • Update and work on the budget team’s matrix which tracks the planned budget and then update for commitments and actual expenditures.
    • Input division accounting into the NCEI eNRS, procurement tracking system.
    • Work on updates to planned division travel costs and actual costs.
    • Monitor, analyze, and revise budget estimates, obligation reports, and budget execution throughout the year to ensure targets and planned milestones are being met within budget restrictions
    • Review as needed prior fiscal year quantitative and qualitative data to identify budget issues and present process solutions as may be requested.
    • Update plans for changes in personnel and associated costs throughout the fiscal year
    • Data entry using different financial systems throughout the year.
    • Run financial reports from various financial systems as needed or on a regular basis as requested.
    • Participate in budget team meetings, and other team/staff meetings as requested.
    • In coordination with the NCEI Agreements Team, work on the development of interagency agreements, processing them per DOC, NOAA and NESDIS partnering guidelines, reviewing required documents for DOC Legal Review and preparing necessary financial forms to execute funds transfers between agencies.
    • Work in the G Invoicing system for processing interagency agreements.
    • Communicating with individuals across NESDIS, NOAA, DOC and other government agencies on interagency agreements.
    • Catalog and create a folder for the interagency agreement for future reference, submit to NESDIS and store in the NCEI Agreement tracker.
    • Help to keep the NCEI agreement tracker up to date with updates to in process agreements, active, and terminated agreements.
    • Travel may be expected in order to engage face-to-face with other members of the Finance and Acquisition Branch. 

    Requirements

    Preferred Skills:  

    • Knowledgeable in organizational administration to identify problems in any budget process and communicate potential solutions and guidelines to prevent future issues.
    • Provide clear and consistent communication between multiple teams.
    • Should work well both independently and as a part of a team.
    • An understanding of Google Sheets and/or Excel with a willingness to learn new skills.
    • Four-year degree Business Degree preferred plus a minimum of three years Budgeting, Accounting or Finance experience.
