    Salary: GS-9 $59,304.00-$77,093.00

    GS-11 $71,752.00-$93,275.00

    Full Performance level: GS-13

    Number of Positions Available: 1

    Duration: Full Time/Permanent

    Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

    Key Requirements

    • Must be a U.S. citizen
    • Must be able to obtain a Top Secret clearance

    Major Duties:

    GS-9

    • Responsible for a broad spectrum of administrative and analytical duties in the presentation, justification, and execution of a divisional or program budget on behalf of CFMU-supported Units.
    • Monitor the execution of the budget to assure that funds are properly allocated, obligated, and spent in a timely and effective manner in support of authorized management objectives.
    • Prepare and develop a regular forecast based on the current spend plan in consultation with ITID's operational stakeholder.
    • Review and edit budget requests submitted by program managers to assure that they conform to the Bureau, Office of Management and Budget (OMB), and Congressional requirements.

    GS-11 (In addition to the above)

    • Provide support, advice, and assistance to Bureau leadership in the development of budget requests and related supporting documentation.
    • Draft procedural instructions and policy guidance for use by FBI managers in planning and estimating funding needs.
    • Perform monthly variance analysis among actual spend versus both the original budget and most recent forecast.

    Qualifications and Evaluations

    Specialized Experience (SE):

    GS-9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-7 grade level. SE is defined as follows:

    • Experience communicating clearly, both orally and in writing, to properly convey information to individuals at all levels.
    • Experience cross-checking the accuracy of budget and program data in forms, reports, etc.
    • Experience reviewing, editing, and/or approving budget materials.

    GS-11: In addition to the above, applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:

    • Experience utilizing software applications (particularly Excel, PowerBi, Power Automate and PowerApps).
    • Experience presenting and explaining budgetary information to higher level management.

    Desired Skills

    Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

    Desired Skills are:

    • Experience using SharePoint.
    • Knowledge in accounting, finance, economics, business management, and/or equivalent.

    Education

    All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

    GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
