Applied Research Solutions is seeking a full-time Senior Budget Analyst located at MacDill Air Force Base, Florida. The Senior Budget Analyst’s primary function will be to provide support to Special Operations Forces Acquisition, Technology and Logistics’ (SOF AT&L) Center.

Responsibilities include:
- Review investment & Operations and Maintenance (O&M) budget data for technical and mathematical accuracy, format, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.
- Review investment (RDT&E and Procurement) budget preparation reports to validate and populate financial data manually, and use of DTIC and PPBES-MIS.
- Review for technical and mathematical accuracy all required budgetary documents and exhibits to support the Congressional Justification Book (CJB) for the Military Intelligence Programs.
- Review for technical and mathematical accuracy draft Congressional Unfunded Requirements (UFR) documents for current budget year.
- Review for technical and mathematical accuracy draft Congressional Unfunded Requirements (UFR) documents for current budget year.
- Review for technical and mathematical accuracy all Supplemental/ Overseas Contingency Operations (OCO) appropriations.
- Review for technical and mathematical accuracy and classified portfolio funding and budgetary documents.
- Review for technical and mathematical accuracy congressional budget review briefings and presentations.
- Review for technical and mathematical accuracy draft responses to appropriations language, Office of Management and Budget (OMB) directives, and Treasury Department guidelines pertaining to the assigned segments of the SOF AT&L Budget. Continually monitor expenditures in relation to planned execution levels.
- Develop cost-benefit analyses of proposed budgetary and program actions and advise the Comptroller staff of the most advantageous courses of action.
- Review justifications for technical and mathematical accuracy estimates to be used in the presentation /enactment of the budget.
- Review classified and unclassified budget estimates, requests for allotments for technical and mathematical accuracy on behalf of the Program Executive Officers (PEOs) and Directors.
- Review, analyze, and make recommendations on the submissions for requests, and the application of Overseas Contingency Operations (OCO) funds.
- Other duties as assigned
Qualifications/ Technical Experience Requirements:
- Must be US Citizen
- Bachelor’s degree in Accounting, Finance, or related field or an Associate’s degree plus four additional years of experience.
- Secret Clearance.
- Minimum of 10 years of experience in DoD Acquisition Financial Execution; Knowledge of program planning, scheduling, budget planning/formulation, and cost analysis.
- DAWIA Level II Equivalency.
- Working experience in ABSS, DEAMS, MOCAS, and PBAS (Preferred).
- Experience in day-to-day management and administration of project tasks.
- Experience with automated tools. Knowledge of program planning, scheduling, budget planning/formulation, and cost analysis.
