Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Review and analyze historical and current financial and accounting records to assist in preparing, maintaining, monitoring, and analyzing the Local, State, and Federal budgets; provide regular and scheduled reports to the Executive Directors of Elementary Instruction to ensure accountability and effective decision-making.  Maintain a database to ensure positions are allocated within allotted funding.  Prepare various other analyses and reports as requested by the Executive Directors.

    Duties and Responsibilities 
    Assist the Executive Directors in preparing, maintaining, monitoring, and analyzing the Local, State, and Federal annual budgets and contracts.
    Set up and maintain files of a large and varied number of subjects.
    Monitor spending compliance to ensure funds are spent according to local, state, and federal regulations.
    Interpret various statutes, policies, and compliance standards to ensure budgetary and spending compliance. 
    Prepare various analyses of expenditures and funding trends; analyze these data and make recommendations for budget adjustments.
    Submit federal budgets for approval to the Department of Public Instruction (DPI) via the LEA Budgeting and Amendment System (LBAAS).
    Maintain a database for state and federally-funded positions to ensure positions are within allotted numbers.
    Attend and participate in meetings with human resource personnel related to the allocation of school personnel positions.
    Prepare various other analyses and reports as requested by the Executive Directors.
    Keep financial records and reports. 
    Maintain a variety of records, spreadsheets, notebooks, and files to support the department’s budgeting and accounting system.
    Prepare spreadsheets and maintain files of school positions allotted.
    Other duties as assigned.

    Knowledge, Skills and, Abilities
    Thorough knowledge of bookkeeping practices and methods and generally accepted accounting principles. 
    Ability to follow established policies and procedures.
    Ability to operate a variety of office machines such as a computer, fax, copier, calculator, and others required for the position. 
    Proficient in using the Oracle program.
    Proficient in Excel and Microsoft Word.
    Ability to exercise good judgment in analyzing and solving problems and performing financial research projects. 
    Ability to meet deadlines and work under pressure.
    Ability to establish and maintain effective professional working relationships with co-workers, supervisors, departmental and school managers, employees, and the general public.
    Ability to communicate effectively in oral and written forms.

    Physical Requirements
    Must be able to physically perform the basic life operational functions of stooping, crouching, reading, standing, walking, fingering, grasping, talking, hearing, and repetitive motions.
    Must be able to perform sedentary work exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
    Must possess the visual acuity to prepare and use fingers to operate a computer terminal and other office equipment.
    Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    Desirable Education and Experience:
    Completion of an Associate Degree in accounting from a community college and four years of experience in accounting or fiscal operation in an automated environment; or an equivalent combination of education and experience.
    Bachelor’s degree in accounting, or related business field preferred.
    Considerable knowledge of accounting and fiscal practices and procedures.

    This Position Reports Directly To:  Executive Directors of Elementary Instruction

    Classification:  Non-exempt

    Salary: Entry level Grade 63, Step 00
