Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • Position Summary: Responsible for overall budget preparation, distribution, and reporting. Lead in preparing the university’s annual budget, including projections and forecasts. Develops and monitors salary and benefits budgets. Prepare budget and recommended tuition and fee rates annually for board approval. Disburse budgetary information to university departments and work with the Chief Financial Officer to monitor budget performance and status. Responsible for the training of department budget managers. Tracks vacancy savings and reserves. Oversee all budgetary reporting requirements. Specific Job Duties (Essential Functions and Responsibilities): Preparation of the annual budget, developing salary and benefits budgets, working with relevant areas to estimate utilities, risk management, and various other institutional budgets Incorporate budget adjustments from the Executive Council and President Work with campus leadership in the development of tuition revenue projections Work with auxiliary budget managers in the development of their rates, revenue projections, and expenditure projections Annually load approved budgets into the Enterprise Resource Planning System and communicate with each budget area Review and approve all budget transfers Oversee the tracking of vacancy savings and reserves, and ensure the budget is in balance Oversee training for department budget managers with regard to monitoring and tracking their budgets, and budgetary guidelines, and assist them in answering questions and addressing problems or concerns Oversee revenue-sharing budgets, reconcile net, and make transfers to revenue-sharing funds Oversee the preparation of the Budget Data Book, Fee for Service Contract, Tuition and Fee Survey, Executive Salary Survey, and other required State of Colorado budget documents  Represent the university at Budget Directors meeting Analyze new software upgrades that affect the finance system, and work with Computing Services to resolve any issues Provide cost analysis, break-even analysis, and other analysis as needed Other duties as assigned Salary: This is a full-time exempt position. The salary range is $82,344 - $93,660. Adams State University offers a competitive benefits package. Qualifications: Bachelor's degree in Business, Finance, Accounting, or a related field. A minimum of 5 years experience in budgeting and forecasting, or a related field, preferably in higher education. Must be able to prioritize tasks and work efficiently. Strong written and oral communication skills.
