Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • The City of Littleton welcomes applications for a new Budget Manager position. The Budget Manager is responsible for managing the City’s budget process including the preparation and maintenance of the budget and performs long-range financial forecasting and strategic planning for revenues and expenditures.


    Exciting Projects: The City’s new ERP system Workday will go live in March/April 2024. The successful candidate will have an opportunity to utilize, assess the functionality, and improve upon the newly implemented system. Additionally, they will be responsible for managing and coordinating the internal CIP committee as well as performing other interdepartmental efforts such as labor negotiations and fee studies.


    The ideal candidate will have demonstrated the ability to develop strong relationships with leadership and collaborative partnerships with internal and external stakeholders. They will be comfortable performing a wide range of tasks, including budget planning facilitation, complex problem solving and coordinate efforts that are cross-departmental and often include conflicting priorities. Previous experience identifying trends, anomalies and opportunities that support overall budget strategies is ideal. This position reports directly to the Finance Director but will exercise informal authority as it relates to budget management. This position currently supervises one Budget Analyst.

    Hiring Range: $122,360 - $135,240


    This full-time position is exempt per FLSA and is not eligible for overtime compensation.


    Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

    • Responsible for initiating and implementing sound budgetary practices to manage all budgeting functions of the city. Work to identify, adopt and implement prevailing budgeting practices in order to improve operational efficiency and effectiveness. Responsible for ensuring the proper maintenance of budget control systems in order to safeguard city assets.
    • Ensures fiscal integrity and management of adopted budgets and compliance with appropriations, council and legislative mandates and identified best practices.
    • Maintains awareness of developments in the fields of budgeting, forecasting, public administration and public financial management.
    • Responsible for the timely and accurate completion of the city’s Annual Budget in conformity with state laws and governmental budgeting best practices.
    • Manages and oversees the budget staff, budget development process and related committee(s).  
    • Meets with department directors and key personnel to review, evaluate and department budgets; plan for and accomplish department goals in support of overall city strategic initiatives.
    • Creates and analyzes budget specific reports, spreadsheets, and financial statements including five-year financial plans for all funds.
    • Prepares accurate and organized reports, presentation materials, and other documents intended to communicate the annual budget, interim budget reports, and other relevant information to City Council, city management and the public.
    • Responsible for managing the day-to-day budget and financial activities of the Finance department.
    • Responsible for ensuring that City of Littleton policies pertaining to budgeting are implemented and enforced. Responsible for recommending and implementing changes as appropriate.
    • Responsible for monitoring of current-year budgets by fund, by department, by division, and by cost center for the purpose of maintaining budget control.
    • Assists director in presenting and monitoring the department budget in the general fund, applicable portions of the capital improvement program funds, and all other funds.
    • Analyzes fiscal trends and develop financial projections; responsible for recommending and implementing solutions; problem solving on behalf of any department or division, and ad hoc reporting.
    • Responsible for reviewing and maintaining budget records in the financial system.
    • Works collaboratively with Human Resources and Information Technology to ensure the success of financial systems, ensure proper position controls are in place.
    • Adapts to new or modified fund policy management through policy and process development.
    • Prepares fund summaries for use in preparation of the city's annual budget.
    • Prepares budget document for review by management.
    • Ensures fiscal integrity and management of adopted budgets and compliance with appropriations, council and legislative mandates and identified best practices.
    • Maintains awareness of developments in the fields of budgeting, forecasting, public administration and public financial management.
    • Prepares financial recommendations and suggestions for cost containment and/or revenue enhancement.
    • High level assistance in development of a capital improvement plan and ongoing analysis of capital improvement plans.
    • Assists in development and maintenance of key performance indicators.
    • Conducts complex studies and surveys; collecting information pertaining to operational and financial challenges; compiling and analyzing information, developing and evaluating options, preparing and presenting recommendations for review by leadership.
    • Periodic attendance and public engagement at council meetings and study sessions will be required.
    • Observes and follows established city and department policies and procedures in the daily conduct of the job.
    • Prepares and manages the written communications, including agenda items, scheduled for consideration at meetings of the City Council or other boards or commissions, as necessary.
    • Performs other related duties and projects as assigned.
    • May serve as an Emergency Worker.

    • Five (5) years of progressively responsible budget, accounting, or financial administration experience, supervisory or team lead experience preferred; or
    • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
    • Must be able to pass a pre-employment criminal background check.


    Preferred Qualifications 

    • Managing a budget in a municipality or other government agency
    • Experience with Workday and Adaptive ERP platforms
    • Experience managing capital funds and other unique funding sources
    • Knowledge and understanding of theories, principles, and best practices of government budgeting and accounting, generally accepted accounting principles (GAAP), as well as federal, state and department regulations.
    • Knowledge of principles and methods of financial analysis in the public sector.
    • Knowledge of Colorado local government budget law.
    • Financial/budget expertise, statistical analysis skills, and policy analysis experience.
    • Expertise with methods for use in financial or economic research for the purpose of revenue forecasting.
    • Expert report writing and presentation using a variety of media or verbal communication.
    • Ability to train others in budgeting, the budget process, budget development process, financial tracking and forecasting methods and the use of budget related software applications and systems.
    • Ability to analyze data and situations, independently develop, effectively present and propose, and successfully implement solutions and alternatives.
    • Strong technical skills with advanced proficiency in Microsoft Office Suite with particular emphasis on experience and ability with Microsoft Excel.
    • Ability to communicate clearly and concisely, both orally and in writing.
    • Strong interpersonal skills and the ability to establish, maintain and foster effective working relationships with staff at all levels.
