  • Position Overview
    Performs and applies highly technical office and field civil engineering and construction management assignments in infrastructure construction and inspection. The incumbent is responsible for conducting on-site inspections of infrastructure construction to assure compliance with approved plans and specifications, general engineering criteria, the County Sewer Standards, Right of Way Permits, and applicable federal, state and local standards and regulations; for assisting in the administration of contracts by tracking and documenting the work or the contractor; for monitoring the quality of the work being performed; and for leading on-site coordination of the various entities involved in the construction including private and public utilities, other agencies, and the public.
    Required Education and Experience
    • Associates Degree in related engineering field; and
    • Four years related experience leading a crew or as a lead over engineer/construction and/or technical projects; or
    • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
    Preferred Education, Experience or Other Qualifications
    • Experience with utility construction safety inspections and evaluations.
    • Experience with contract compliance monitoring of Public Works projects, including Right of Way permits.
    • Certified Erosion and Sediment Control Lead
    • Traffic Control Certification
    • Nassco Inspection certification in Manhole, Pipeline and Lateral inspection

    Driving Requirements
    The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.  The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as a  Driver that operates County-owned vehicle.

    Required Licenses, Certificates, Examinations/Tests and Other Requirements
    Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements. 

    Prior to employment, the successful candidate must:  
    • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.

    • Skill in reading and interpreting blueprints, schematics and plans.
    • Skill in reviewing drawings and plans for compliance with codes and regulations.
    • Skill in making mathematical calculations.
    • Skill in measuring and determining distances.
    • Skill in drafting routine plans.
    • Skill in applying survey techniques and practices.
    • Skilled in utilizing a various computer applications specific to the department including databases, word processing, document imaging, spreadsheets, and web-based systems for entering, retrieving and researching data and records. 
    • Ability to conduct field interviews/investigations and perform field sampling and testing of concrete, asphalt and soils for quality control and design.
    • Ability to appear for scheduled work and complete assigned tasks within a reasonable period of time.
    • Ability to establish and maintain effective working relationships with others using tact, courtesy and good judgment.
    • Ability to prepare technical reports and graphic presentations.
    • Ability to work outdoors for extended periods of time.
    • Ability to perform the physical requirements of the position.
    • Ability to maintain confidentiality and adhere to policy and procedures of the county and department.
    • Ability to communicate effectively orally and in writing.

    Positions in this class typically require:
    • Work in office and field.
    • Walking through, bend, stoop, and twist while traversing undeveloped terrain may be required to conduct field inspections.
    • Reaching above and/or below shoulder, handling/grasping documents or equipment.
    • Standing or sit for long periods of time.
    • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone.
    • Vision sufficient to read source materials, plans, inspect community sites and see computer screen data.
    • Exertion of force of 100 pounds occasionally and 50 pounds frequently to lift/carry/move objects, files/documents, and other materials.
    • Work performed primarily in the field environment conducting field or community inspection work; with some office environment work.
    • Environmental and physical hazards associated with construction sites
    • Capital construction project inspection: Observation and documentation of heavy civil construction projects including but not limited to sewer, roadway, stormwater, bridge, and other utility construction.  This work includes tracking labor, equipment, and materials on a daily basis; progress photo documentation; responsible for record drawings; interpretations of contract plans and specifications; documenting project related communication. Responsible for quality assurance of contracted work and materials incorporated into the project including but not limited to documentation of approved materials and construction requirements in accordance with plans, specifications, and regulations. This may include on-site compaction testing, air pressure testing of newly installed utility pipes, concrete testing, soil samples, hma mix design acceptance. Responsible for tracking, measuring, and computing daily quantities of completed work for payment. This may include tracking time and materials such as labor and equipment hours as well as contract item units. 
    • Conducting on-site interviews and compliance reviews. Performs Right-of-Way Permit inspections to ensure compliance with approved plans, County Road and Sewer Standards and Right of Way Permits. Reviews Capital projects for general engineering design criteria; makes recommendations and assigns revisions when required.
      Leads the coordination of activities between the various entities on the construction site including public and private utilities; contractors; other divisions in Public Works and departments in the County; privately contracted work; other agencies; the residents living near the site; and the general public passing through.
    • Leads the collaboration with other County staff to respond to the general public to answer technical questions related to the improvements within the right of way; and permit requirements and any construction questions.
    • Performing safety inspections of site and surrounding areas. Supports and/or leads various pre-construction and/or design activities such as coordination of utility meetings and coordination of utility potholing. Assists in coordinating quality control and constructability reviews of County projects and compiles project comments.
