  • To perform technical building inspections for commercial and residential projects including building, plumbing and mechanical inspections; to enforce compliance with building codes, regulations and ordinances; to oversee issuance of permits; and to work with developers, architects and contractors to maintain code requirements and resolve problems relating to code compliance.The following duties are normal for this position. However, they are not to be construed as exclusive or all inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

    • Inspect commercial and residential buildings during various stages of construction and remodeling, including building, plumbing and mechanical inspections; ensure compliance with applicable international building, plumbing, or mechanical codes, ordinances and regulations.
    • Inspect existing buildings and premises for change of use, occupancy, or compliance with applicable codes and ordinances.
    • Inspect foundation, concrete, steel, masonry, wood construction, framing, plastering, plumbing and a large variety of other complex and routine building system elements.
    • Issue violation notices; maintain records of history of facts for possible legal actions.
    • Perform plan checks of buildings and structures; ensure compliance with codes, ordinances and regulations; recommend modifications as appropriate.
    • Assist at the front counter; confer with architects, contractors, builders and the general public; explain and interpret requirements and restrictions; calculate fees; issue permits, as appropriate.
    • Prepare building inspection reports; prepare legal forms and correspondence.
    • Maintain files and reports regarding the inspection of expired permits and plan check activities.
    • Issue stop work notices for non-conforming building activity; maintain stop work notice flies.
    City Organization Duties and Responsibilities:
    • Represent the Department and City to other City staff and members of the public.
    • Provide quality customer service to individuals needing directions or assistance.

    Fiscal Responsibilities: Incumbent has no direct fiscal responsibilities.
    Supervisory Relationships: Works under general supervision of the Assistant Community Development Director. Work is checked for accuracy, quality and adherence to instructions. Employee may need to occasionally choose from defined alternatives to resolve problem but consults with supervisor on matters not covered in the original instructions or by guidelines. Incumbent functions in a lead capacity to distribute work and aid other inspectors in their work.

    JOB QUALIFICATIONS & KNOWLEDGE, SKILLS AND ABILITIES
    Knowledge of:
    • Building related codes and ordinances enforced by the City, including the international building, plumbing, and mechanical codes and City zoning codes.
    • City ordinances and regulations related to building, housing, zoning and nuisance requirements.
    • Building trades, including plumbing, carpentry and mechanical.
    • Accepted safety standards and methods of building construction for commercial and residential buildings.
    • Pertinent State and local laws, codes and regulations relating to building inspection.
    • Operational characteristics, services, and activities of a code enforcement program and building inspection program.
    • Methods and techniques of conflict resolution.
    • Record keeping methods and techniques.
    • Public relations principles and techniques used to diffuse difficult situations and aid the public
    • Occupational hazards and standard safety practices.
    Skill in:
    • Interpreting and explaining building inspection ordinances and regulations.
    • Interpreting and enforcing applicable City codes, ordinances and regulations related to construction, zoning and nuisance issues.
    • Operating modern office equipment, including computers.
    • Preparing clear and concise reports.
    • Communicating clearly and concisely, both orally and in writing.
    • Safely operating motorized vehicles.
    • Using and operating a computer including specialized software.
    • Operating and normal maintenance of office machines, (copier, computer, printer, fax, etc.).
    • Tracking of activities, supplies and authorizations via specialized software or self-created forms and databases.
    • Accurate data entry and correspondence preparation.
    Ability to:
    • Inspect complex buildings and structures to ensure code compliance.
    • Learn local geography and street locations.
    • Respond to requests and inquiries from the general public.
    • Work independently in the absence of supervision
    • Understand and follow oral and written instructions.
    • Communicate clearly and concisely.
    • Establish and maintain effective working relationships with those contacted in the course of work.
    • Interact in a positive manner with staff and the public.
    • Use efficient learning techniques to acquire and apply new knowledge and skills, using training, feedback, or other opportunities for self-learning and development.
    • Work the allocated hours of the position.

    Work Environment: Work is performed in office and outdoor settings including travel from site to site, exposure to noise, dust fumes, gasses and inclement weather conditions. While working at construction sites, employee may work at heights on scaffolding and ladders, around heavy construction equipment and navigate uneven surfaces.

    Physical and Mental Requirements/Activities:
    • This work requires exertion of up to 75 pounds of force and lifting up to 50 pounds. Work requires significant amount of walking throughout the day, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and requires stooping, kneeling, crouching or crawling and reaching with hands and arms.
    • Specific vision abilities required by this job include close, distance and peripheral vision, depth perception, and the ability to adjust focus.
    • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
    • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
    • Frequent use of hand tools and equipment.
    • Ability torecognize occupational hazards in work activities and take safety precautions.
    • Maintain mental capacity which allows the capability of making sound decisions and following directions.
    Minimum Education and Certification: Equivalent to completion of High School or GED plus at least one year of specialized training in the building trades, construction and/or code enforcement.
    Minimum Experience: Five (5) year of increasingly responsible experience in building inspection. Or a combination of education and experience which provides the required knowledge, skills and abilities to perform the position duties and responsibilities.
    Certification: Must obtain International Code Council Certification. Must maintain valid Colorado driver's license.
