  • Duties

    • Provides legal support and assistance in furtherance of the Office's responsibilities under the Inspector General Act of 1978 (PL 95-452), which duties include but are not limited to the conduct of legal research; the review and evaluation of existing and proposed legislation, rules and regulations, programs and procedures; and the development of recommendations to assist Agency management in reducing program susceptibility to fraud, abuse, waste, and mismanagement.
    • Assists in the coordination and preparation of drafts of proposed comments or revisions for transmittal by the SBA Inspector General to the Office of General Counsel, other SBA offices, or the Office of Management and Budget, as appropriate.
    • Supports SBA OIG Audits and Investigations Divisions in the determination of whether evidence of criminal or other violations of law is sufficient to warrant referral to the Department of Justice, Agency personnel, other OIGs, or other Federal agencies or State or local authorities for enforcement or remedial action.
    • Supports attorneys of the Department of Justice and United States Attorney's Offices in development of prosecutable cases relating to SBA programs and operations, in the enforcement or defense of subpoenas issued by the Inspector General, and in other matters under the cognizance of the OIG as necessary.
    • Provides research and other assistance in support of legislation development, review functions and other activities of the Council of the Inspectors General on Integrity and Efficiency designed to promote economy, efficiency, and effectiveness, and to prevent and detect fraud and abuse in Government programs and operations.
    • Prepares affidavits, briefs, motion papers, and other legal documents as necessary in support of judicial or administrative proceedings initiated by or against or involving the Office of Inspector General, or employees thereof, in connection with the performance of their official duties.

    • You may be required to serve on a one-year trial period.
    • You must possess a J.D., LL.B., and/or LL.M professional law degree.
    • You must be an active member of the bar in good standing.
    • You must submit a writing sample with your application. Failure to submit a writing sample WILL render you ineligible for consideration.

    Qualifications

    Professional Legal Experience:

    GS-11: Applicants must possess a J.D., LL.B., and/or LL.M professional law degree from an American Bar Association accredited law school, be an active member of the bar in good standing (any jurisdiction), and possess at least 1 year of professional legal experience after admission to the bar at a level of difficulty comparable to the GS-9 level; or received the second professional law degree (LL.M.); or received the first professional law degree (LL.B. or J.D.) and has superior law student work or activities as demonstrated by one of the following: 1) Academic standing in the upper third of the law school graduating class; 2) Work or achievement of significance on a law school's official law review(s); 3) Special high-level honors for academic excellence in law school, such as election to the Order of the Coif; 4) Winning of a moot court competition or membership on the moot court team which represents the law school in competition with other law schools; 5) Full-time or continuous participation in a legal aid program; 6) Significant experience as a law clerk; or 7) Other equivalent evidence of clearly superior achievement.

    GS-12: Applicants must possess a J.D., LL.B., and/or LL.M professional law degree from an American Bar Association accredited law school, be an active member of the bar in good standing (any jurisdiction), meet the GS-11 requirements, and posses at least 1 year of professional legal experience after admission to the bar at a level of difficulty comparable to the GS-11 level; or received a Scientiae Juris Doctor degree (Doctor of Juridical Science degree).

    Specialized Experience Statements:

    GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector such as: experience in working with the FOIA and PA and experience in program planning, management, oversight, and compliance; OR

    Completed three (3) full academic years of progressively higher graduate level education or LL.M., or Ph.D. or equivalent doctoral agree in a related field such as Legal Studies; OR

    Combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

    GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector such as: conducting legal research and preparing legal documents; developing research strategies for complex legal issues; writing complex documents such as briefs, issue papers, orders, rulemaking items, and report summaries and recommendations involving civil or criminal litigation; making oral presentations, communicating legal research results, and defending legal positions; and experience providing legal guidance to attorneys and other professionals.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    You must meet the minimum basic educational requirements for Attorney Advisor positions. Education requirements include: a professional law degree J.D., LL.B., and/or LL.M.
