In collaboration with the Comptroller. develops section goals and objectives; ensures the goals and objectives are attained. Monitors staff, banking and payroll activity for regulatory compliance. Balances and files quarterly tax returns, 941's and unemployment reports. Tracks incoming revenue and budget draws. Provides ongoing training and mentoring to direct reports regarding accounting principles and financial analysis as needed. Researches and identifies errors and trends, as well as implementing process improvement solutions in all areas of responsibility.•    Ability to accurately enter and/or retrieve information from various computer systems and/or programs in a timely manner.

    •    Skill to keep the agency in compliance.•    Given a record of all deposits, checks, and bank statements, accurately balances the bank statement and resolves any inconsistencies.
    •    Given funds received, correctly balances a daily cash report, accurately recording cash received against receipts written in accordance with agency policy.
    •    Establishes, manages and reconciles accounts within the General Ledger system to effectively capture costs and relevant data and to ensure the accuracy of data recorded. Wherever possible, links relationships between various operating systems and functions within the diverse agency.
    •    Establishes user-friendly system reports as needed by agency management; provides training to staff in the ability to easily obtain and use this data reporting information.
    •    Accurately analyzes monthly operating funds statements for inconsistencies in accounts payable, submitting any inconsistencies to the Comptroller for resolution in order to maintain efficient fiscal control of the funds in accordance with agency policies, establish written policies and procedures in accordance with GASS and FASS required fund control.
    •    Ensures the timely and accurate delivery of payroll and related activities, including time and attendance, tax payment filings, recordkeeping and reporting.
    •    Analyzes cash flow, budget deviations, and other non-financial operational indicators. Based upon findings, provides appropriate summary and recommendations.
    •    Reviews all payables to ensure that all required documentation is correctly processed and that the payments are valid.
    •    Accurately reviews bank reconciliations, verifying that the general ledger reconciles with the bank statement.
    •    Identifies and resolves all inconsistencies pursuant to agency policies.
    •    Customarily and regularly directs the work of the section employees.
    •    Carries out agency General Orders and policies.
    •    Responsibilities include training employees; planning, assigning, and directing work; appraising performance; and addressing complaints and resolving problems.
    •    Demonstrates the following competencies:

    •    Successfully completes all assignments to specifications, within specified timeframe and budget as directed and in accordance with agency policies and regulations. Establishes administrative policies, procedures, and guidelines to ensure operational efficiency and effective administration of assigned personnel.
    •    Verifies quality work product.
    •    Ensures accuracy of data, correct record entry and a match to the corresponding files, etc.
    •    Completes forms, researches document exceptions and assists with production work/data entry to prevent backlog.
    •    Follows policies, procedures, applicable laws and guidelines to effectively administer/approve employee actions including time records, leave requests, disciplinary actions, etc. Adheres to all policies regarding work-related illness, accidents and safety procedures.
    •    Communicates regularly with staff and others for the purposes of improving individual/department performance, teamwork and efficiency within the unit and across the agency.
    •    Collects and completes production statistic and activity reports. Coordinates workflow and makes adjustments as needed to achieve maximum productivity.
    •    Performs other related duties as assigned.

    •    Follows safety procedures; meets standards for frequency, severity and at-fault status of vehicle accidents, other accidents, and injuries of all types; participates in identifying and resolving causal factors for accidents; participates in promoting safety on the job.

    •    Bachelor's degree from an accredited college or university, or equivalent work experience is required.
    •    Must have 10 years of progressively responsible work experience, including 4 years supervisory experience.
    •    Knowledge of GAAP and various accounting systems are required.
    •    Government and/or law enforcement experience and previous experience with One Solution systems is a plus.
    •    Valid Florida driver license is required.
