    DEPARTMENT OVERVIEW

    The Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner. By strategically managing risk we can reduce the chances of loss, create greater financial stability and protect our resources in support of UC's mission.

    POSITION SUMMARY

    Serve as the system-wide Associate Director for University of California (UC) Health Environmental Health and Safety (EH&S). Under general direction by the Executive Director of EH&S, this position is responsible for developing and assisting UC Health with implementing and integrating safety programs to protect staff, patients, and the general public from recognized hazards.

    This position is focused on the management of system-wide policy and support operations of the healthcare-related environmental health and safety activities within UC. General duties include team building, cross-training, benchmarking performance indicators across the UC health systems and other large academic medical centers, integrating sub-disciplines to improve efficiency, developing and maintaining healthcare-specific EH&S policies, and strategic risk planning for healthcare risk and safety.

    Responsibilities of this position will involve developing, implementing, and monitoring system-wide safety programs and policies that ensure compliance with federal, state, and local health and safety regulations and ensure the goal of providing a safe workplace. This position is responsible for maintaining continuous excellence in customer service for all healthcare safety services and interactions. This position will regularly engage with local UC Health EH&S Directors and lead system-wide and individual health system-focused EH&S and multi-disciplinary projects.

    The position requires expert-level knowledge and substantial experience regarding EH&S regulations. Assignments and projects will include the most complex, impactful, and highly visible within the UC healthcare EH&S environment. Decisions made by this position will need to be based on the correct interpretation of relevant laws and regulations and be constisten with organization policies, professional best practices, and appropriate scientific evidence. Decisions made by this position will impact UC Health EH&S departments and programs on a system-wide scale in several disciplinary areas. The incumbent will be frequently called upon to work with organization policymakers to create new models to ensure compliant implementation of EH&S program(s).

    Responsible for developing system-wide UC Health - EH&S policy and program oversight. Coordinates with the separate healthcare locations to provide oversight of EH&S programs. These EH&S programs protect medical faculty, staff, patients, visitors, and the general public from recognized physical and health hazards. Develops new, system-wide programs in response to changing regulations or significant safety events and ensures medical center awareness of and compliance with all applicable laws and regulations. Conducts complex EH&S program audits and reviews, which may impact system-wide healthcare operations. Prepares report or findings and recommendations for EH&S and medical center or UCOP senior management. These audits may be conducted in anticipation of similar visits by regulatory agencies. Observations and feedback provided by this position will be used in UC decision-making considerations Develops, implements, and evaluates programs, policies, and procedures necessary to comply with applicable Federal, State, and Joint Commission requirements and best practices in the EH&S area. Engages with the California Hospital Association to represent UC perspective and feedback on health and safety topics. Responsible for maintaining continuous excellence in customer service for all healthcare safety and occupational health services.

    Safety Program Compliance and Policy Development This position will often be expected to provide interpretation of regulations, standards, and policy for the UC system. Leads the development of system-wide healthcare EH&S policies and procedures. Conducts assessment (gap analysis) of workers' compensation exposures; designs and implements loss prevention, safety programs to prevent or reduce employee injury exposures and costs. Communicates and provides timely trend analysis and defined action plans to address identified issues. Oversees hazard surveillance, data collection, analysis, reporting, and collaboration with others and Workplace Violence Prevention Program Produce metrics system-wide (both leading and lagging) for key healthcare EH&S indicators. Represent UC healthcare safety programs in the development or customizations of online tools and applications developed by UC Risk and Safety Solutions. Effectively communicate medical center needs to ensure appropriate function and application to support healthcare risk and safety programs. Interpret and provide direction regarding healthcare regulations impacting risk, health, and safety programs at the medical centers (Cal/OSHA, Joint Commission, etc.) Assist EH&S professionals and Occupational Health Directors with healthcare safety

    Workgroup Leadership Manages and provides leadership to the UC Health EHSLC (EHS Safety Leadership Council) and the Occupational and Employee Health Advisory Council and to senior leadership at UC Health. Liaise between UCOP Office of Risk Serves, UC Health, and the University of California system-wide EH&S workgroups. Provide workgroups with guidance based on interpretation of regulations, policies, or professional best practices. Prepares reports or other forms of scientific or technical documentation. Establish new, or refine existing strategic goals, objectives, and standards for the EHS Councils to carry out critical functions and activities. Provide professional and strategic consultation to the Environmental Health and Safety Leadership Council in healthcare safety. Manage system-wide healthcare projects identified as a priority by the EHS Executive Director.

    Centers of Excellence (COE) Work-Direction: Responsible for directing program development and services associated with the Healthcare Centers of Excellence (COE) supporting the system-wide health centers. Provide work direction to healthcare-related COEs, including the selection, training, evaluation, or services provided. Provide work direction to COEs working on healthcare topics to ensure that their assigns are consistent with the overall UC Health framework, policies and external regulations, and accreditation criteria. This position will be expected to mentor other EH&S professionals in the UC system.

    Provide expert guidance and recommendations for corrective action following accidents, incidents, or near misses at campus locations. Other duties as assigned.


    Preferred Qualifications
    • Expert knowledge / understanding of specific EH&S field and strong knowledge of all EH&S fields.
    • Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization or systemwide policy.
    • Advanced written, verbal and interpersonal communications skills, including advanced political acumen and skill to deal with diverse constituencies in a highly political environment.
    • Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints.
    • Expert skill to effectively represent the organization to state and federal authorities, and community groups.
    • Expert skill in mentoring or overseeing the work of other EH&S technical and professional staff.
    • Expert skill to appropriately use technology and relevant scientific equipment as required.

    Education
    • Bachelor's degree in the safety, healthcare field, or a closely related field.
    • 10 or more years of progressive professional level experience in the areas of occupational health and safety program management.

    License/Certifications
    • Certification as a Healthcare Safety Professional (CHSP) or Healthcare Risk Management Professional (CPHRM)

    SALARY AND BENEFITS

    Salary: $140,000 - $164,000
