    The Office of Economic Development and International Trade ("OEDIT") was created to foster a positive business climate that encourages quality economic development through support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.

    The Minority Business Office (MBO) housed within the Colorado Office of Economic

    Development and International Trade Business Support Division is tasked to support and develop new opportunities for minority -, women -, Veteran - owned businesses and under-resourced communities in the State of Colorado. This important role is tasked with evaluating client and community needs, while developing new strategies and approaches to improve access to business creation, capital, advancement and growth for all Coloradoans. The successful applicant is responsible for building a robust statewide program in partnership with both internal and external stakeholders.

    The Director is responsible for working with various business and community stakeholders, including the Minority Business Advisory Council (MBAC), Small Business Development Center Network (SBDC), and the Business Support Division to develop and implement a multi year strategic plan. The ideal candidate will have demonstrated experience working with small businesses and community organizations in both rural and urban parts of the State. In addition, the Director is responsible for the direction, oversight, management, and evaluation of all office operations, programs, and services, employees, contractors, and for maintaining effective internal and external relations. The holder of this position provides leadership representing the agency and its advisory council in governmental and legislative bodies, minority business organizations, arts organizations, minority-owned corporations, private foundations, the media, and the public.

    KEY DUTIES AND RESPONSIBILITIES

    The responsibilities of the Director include the following key functions:

    • Ability to collaborate with both internal and external stakeholders to define gaps and resources needed to assist Colorado's minority -, women -, and Veteran-owned businesses.

    • Ability to design and activate a fundraising plan to grow the offerings of the office.

    • Facilitate the Minority Business Advisory Council (MBAC) to support and focus the activities of the MBO. Utilize feedback from Council Members to inform and refine the work of the office.

    • Develop a statewide shared vision for the office that is informed by stakeholder input. Create strategic partnerships to develop appropriate goals and strategies to advance the office's work throughout the State.

    • Create an effective process for strategic planning for the Office. That process must incorporate the advice and interests of constituents from all areas of the state and comply with the statutory requirements of the MBO.

    • Review and modernize the MBO statutory requirements, through the legislature, in partnership with stakeholders.

    • Establish annual performance measures that support the Office's multi-year strategic plan and lead the staff in the implementation of strategies and annual operational plans.

    • Participate in the selection of, supervise, and evaluate, qualified staff.

    • Lead a collaborative effort bringing together staff from multiple offices while keeping staff motivated and engaged.

    • Develop & maintain an effective relationship with all minority -, women - and Veteran - owned business support organizations.

    • Advocate in partnership with the Office of Economic Development & International Trade at the local, state, and federal level.

    • Represent the Office through collaborative work with other agencies working on related programming, such as the Colorado Office of New Americans and the Colorado Department of Personnel and Administration.

    • Increase the visibility and viability of minority -,women -, and Veteran-owned businesses through targeted events, programs and the creation of strategic partnerships.

    • Improve and maintain up-to-date resources available to assist minority -, women -, and Veteran-owned businesses to advance their organizations.

    • Develop and implement robust data collection processes that utilize questionnaires, roundtables, community focus groups, and more.

    • Analyze robust data sets to identify ways that the office can better support community partners, stakeholders, and business owners.

    • Create and maintain an up-to-date list of partners serving minority -,women-, and Veteran-owned businesses in Colorado and nationally. Seeks ways to create new partnerships and collaborative work via a broad group of stakeholders to support the growth of OEDIT's shared client base.

    • Engage in and/or commission research that results in the recommendation of new programs and the modification or discontinuation of existing programs.

    • Work closely and partners with the Colorado Small Business Development Center (SBDC) Network to coordinate, produce, conduct programming, train consultants on best practices when serving minority -, women -, and Veteran-owned clients.

    • Collaborate with relevant internal and external partners such as Colorado Apex Accelerator and others to increase accessibility of state and federal procurement opportunities for minority- , women -, and Veteran-owned businesses.

    • Ensure access to MBO resources for multilingual clients, including translation of documents and interpretation services.

    • Direct the development of the Office's annual budget in collaboration with the Business Support Director, prepares state budget requests, and partnership and special projects proposals.

    • Establish and maintain positive relationships with state government officials, legislators, and constituents.

    • Collaboratively develop processes to work with the Small Business Development Center Navigator - a position that helps businesses navigate the large number of programs offered throughout OEDIT.

    • Facilitate and identify business and marketing opportunities to enable minority-owned businesses to enter the mainstream of Colorado's economy.

    • Collaboratively work with the Business Funding and Incentives Division to help shape their access to capital funding programs and support their reach to all Coloradans.

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    The Director must have the capability to be a State leader with the capacity to drive a new and creative vision for growth of minority businesses in Colorado. As such, the following qualifications are sought:

    • Six (6) years of progressively responsible management experience in private, public or nonprofit organizations or agencies in the area of diversity or minority awareness, education and assistance.

    • Demonstrated expertise in long-term strategic planning, policy development, fundraising and fiscal management.

    • Demonstrated success in the areas of program development, personnel management, and public administration.

    • Ability to work in a highly collaborative work environment within the Business Support Division and across other Divisions at OEDIT and to effectively manage interpersonal office communications.

    • Experience with and/or the ability to work with an appointed policy board.

    • Knowledge of the process and protocol for working with the state legislature and the Governor's administrative staff.

    • Effective time management skills and the ability to prioritize competing responsibilities.

    • Ability to manage budgets that align with state and federal requirements.

    • Ability to work effectively with diverse interests through coalition building, community relations, and advocacy.

    • Comfortable and sensitive in working with both rural and urban Colorado communities.

    • Advanced computer skills, including experience with databases, Monday.com or other project management tools, Google Suite, Salesforce and grants management systems.

    • Effective oral and written communication ability.

    • Prior experience as a small business owner is preferred.

    • The ability to travel extensively throughout the state potentially on a weekly basis is required.

    • Ability to serve clients in multiple languages.

    EDUCATION & EXPERIENCE

    • An undergraduate degree or Master's degree in public administration, or business administration is preferred.

    • Related occupational experience will substitute for the degree requirement on a year-for-year basis.

    • Minimum of six (6) years of experience in local government, business development, management, or economic development (this may include internships, volunteer work or relevant lived experience).

    Conditions of Employment

    • Applicants must pass a thorough background check prior to employment.

    • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.

    Supplemental Information

    Salary Range: $100,000 - $130,000 Annually


    This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.


    A salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
