Business Process Technology Consultant consults with client companies in order to evaluate and recommend technology solutions that will facilitate the accomplishment of the client's business goals. Analyzes the client's business strategy, operations, and current technology architecture in order to develop options for new technologies that will optimize the company's functions and business processes. Being a Business Process Technology Consultant provides consultation regarding solutions planning, impact analysis, risk assessment, and budgeting. May provide financial analysis to determine ROI/ROA of proposed solutions. Additionally, Business Process Technology Consultant requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Business Process Technology Consultant occasionally directed in several aspects of the work.   • Responsible for the management of all daily business and financial activities as well as oversight of all technology with the Police Department. Makes recommendations for the Police Department facilities, equipment, personnel and operations needs to the Commissioner. Work is performed under the supervision of the Deputy Police Chief. Supervision may be exercised over assigned employees.
    • Develops, manages, and evaluates department four-year financial plan while overseeing  budget, to include all funds, i.e. general fund expenditures, revenues, grants. 
    • Maintains accuracy of all financial files and records. Prepares, administers, and reviews budget process in collaboration with the Police Commissioner, Mayor, Finance Department, and other commissions, subject to review and/or approval by City Council. Maximizes cash management resources.
    • Provides constant review of the accounting systems, including studies to ascertain costs, flow of work or any other data necessary for good accounting and auditing practices, and makes recommendations for improvements. Maintains controls to insure that expenditures are kept with appropriations, properly cost allocated, and charged to the appropriate grant.
    • Develop, document, and train the departmental business processes including payroll, procurement, budget, and other areas.
    • Prepares all federal and state quarterly financial status reports. Coordinates the internal and external fiscal monitoring and auditing of programs funded through the state and federal government. Ensures that the evaluation reports are developed and issued to service providers.
    • Develop analysis of current procurement trends and plan for having RFP’s, contracts, and price agreements in place prior to the new fiscal year.
    • Develops, implements, and monitors a five-year technology plan for the department. Reviews reports of computer and peripheral equipment use and maintenance to ascertain costs and plan operating changes.
    • Assists in developing and managing the technology budget; consults with the Police Commissioner and Deputy Chiefs in order to define equipment needs; reviews systems in order to insure compatibility and assists in planning technology training.
    • Develop and implement department five-year capital plan.
    • Manage all civilian activities and responsibilities.
    • Performs related work as required.
    • Thorough knowledge of core municipal finance practices: including budgeting, fund accounting, procurement, and governmental financial reporting.
    • Considerable knowledge in developing, evaluating, maintaining, and monitoring an effective internal control environment.
    • Ability to establish and maintain effective working relationships with subordinates, public officials, agency personnel and the general public.
    • Excellent verbal and written communication skills, especially in a public forum.
    • Knowledge of Massachusetts General Laws (M.G.L.) as applied to finance, accounting, procurement and investment procedures.
    • Knowledge of the principles and practices of mathematics, accounting and statistics.
    • Knowledge of general accounting principles and state procurement policies.
    • Knowledge of budget policies and procedures required to develop and administer a program or work unit budget.
    • Knowledge of state and federal statutes, laws and regulations applicable to municipal budget programs.
    • Bachelor’s degree in finance, accounting, public administration or related field required; Master’s degree preferred. 
    • Three to five years accounting or financial experience, preferably in municipal finance, including three years direct supervisory experience.
