  • Duties

    You will serve as a Management and Program Analyst for the SBA, Office of Disaster Recovery and Resilience, Shuttered Venue Operators Grant Division in Washington, District of Columbia. This position provides a wide variety of financial and business analyses of one or more of the following organizational functional areas of grants management operations and compliance.
    As a Management and Program Analyst at the GS-0343-13 for the Shuttered Venue Operators Grant Program (SVOG), some of your typical work assignments may include:

    • Using qualitative and quantitative analytical techniques, a broad knowledge of financial management-related laws, administrative regulations, policies, procedures, fact-finding techniques, and skill in applying evaluative methods to measure the operational effectiveness and efficiency of the SVOG program.
    • Periodically reviewing the final financial status reports within a case file to ensure that all obligations incurred meet conditions in HHS regulations, program guidelines, cost principles, and the specific limitations stated on the notice of grant award.
    • Performing complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable, and allocable.
    • Providing technical authority in the development and review of compliance policies and procedures issued by the SBA, DR&R, and SVOG.
    IMPORTANT NOTES:
    • This appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another temporary position within SBA's Office of Disaster Recovery and Resilience (DR&R), however, you may not be non-competitively appointed to another Federal position. You will be given an initial Temporary Appointment lasting less than 1 year, but not more than 2 years. If all other conditions of employment are met, this appointment may be extended, up to a total of two (2) years in increments determined by SBA.
    • Mandatory Overtime: While we do not anticipate overtime, we may experience a brief period of mandatory overtime.
    • Salary is non-negotiable; however additional locality pay may be added to the above salary based on the employee's residence or work location.

    Qualifications

    • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).

    You must meet all qualification requirements by the closing date of this announcement.

    Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

    You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

    GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
    • Analyzing and evaluating major operational and compliance aspects of substantive, mission-oriented programs; and
    • Analyzing and resolving complex problems and interpreting complex financial; and
    • Developing administrative data and/or program goals, and/or objectives; and
    • Identifying and developing ways to resolve problems or manage issues.

    GS-13: There is no education substitution for this grade.
