POSITION: PINCO BUYER
OPEN: MARCH 22, 2024 CLOSE: APRIL 5, 2024 4:00 PM
(This position will work at the PINCO Office Warehouse in Bakersfield, CA)
CLASS DEFINITION: Under general supervision from the Director of Food Services plans, organizes, coordinates and performs buying of materials, supplies, equipment, etc., for PINCO; drafts specifications, advertises for bids and quotations, analyzes bids and recommends awarding of contracts or placing of purchase orders; interviews vendors and consults with the food distribution section of Education regarding commodity processing as well as USDA commodities received by PINCO; perform other duties as required.
EXAMPLES OF DUTIES: Recommends policies and procedures in accordance with applicable laws and regulations; receives and processes requisitions for PINCO School District supplies, services and equipment; is responsible for all aspects of processing purchase orders including preparation of purchase order schedule; conducts inquiries to establish the best sources of supply; interviews vendors regarding various types of goods; prepares bid and quote specifications; handles complaints; prepares service agreements; monitors service agreements; maintains goods and services files and library; analyses bids and assists Director of Food Services in making recommendations to the Board on awarding of contracts. Performs buying of material for PINCO School Districts. Consults with the US Department of Agriculture, State Department of Education, and major food manufactures regarding ordering and processing USDA donated commodities. Allocates commodities by Average Daily Participation Factors. Trades commodity usage at processors, maintains inventory by school district. May be required to visit warehouse sites and other meeting sites outside of the Bakersfield area.
DESIRABLE QUALIFICATIONS:
Experience: Two years of increasingly responsible experience in school operations, purchasing practices, budgeting and record keeping.
Education: Completion of 12th grade or equivalent.
Knowledge of: Buying principles and practices including an understanding of supplies, materials and equipment commonly used in a school district; sources of supplies, marketing practices, pricing methods and discounts; school purchasing practices and terminology.
Ability to: Learn and interpret laws, rules and regulations affecting school district purchasing prepare clear specifications in accordance with procedure and format; prepare and present oral and written reports; deal tactfully and effectively with school district personnel and representatives of manufacturing and commercial firms. Type at least 45 wpm with high degree of accuracy on an electric typewriter and operate an electronic calculator; operate a CRT and microcomputer.

Visual ability to read handwritten or typed documents, and the display screen of various office equipment and machines. Able to conduct verbal conversation. Able to hear normal range verbal conversation (approximately 60 decibels). Able to sit, stand, stoop, kneel, bend and walk. Able to sit for sustained periods of time. Able to climb slopes, stairs, steps, ramps and ladders. Able to lift up to 20 pounds. Able to carry up to 20 pounds. Able to operate office machines and equipment in a safe and effective manner.
REQUIRED TO: Hold and maintain a valid California Motor Vehicles Operator’s License and a driving recorded satisfactory to the District’s insurance company; pass a required drug test and submit to fingerprint testing through the California Bureau of Justice and/or the Federal Bureau of Investigation. Must have personal vehicle.

HOURS: 8 hours per day / 12 months per year
SALARY: Range 53, Step 1 ($4,310.27 per month)
