    About the Department of Public Safety
    The Department of Public Safety provides security, law enforcement, and transportation services at the Colorado Mental Health Hospital in Pueblo.
    About the Position: 

         This position strives to provide a safe, secure environment for all persons on the grounds of the Colorado Mental Health Institute of Pueblo and surrounding community, by enforcing State Statutes, traffic laws, and regulations within the jurisdiction involving the custody of criminally insane patients at the institute and convicted felons from the Department of Corrections and the Division of Youth Corrections. The Officer I will be aware of and adhere to prevailing legal standards, CDHS Policy, DPS Policy, and CMHIP-specific procedures.   This position occasionally serves as the Command Officer to the Officers assigned to Shift I, II, or III, in the absence of a Police Officer II and/or Police Officer III. Job duties in this position include:

    Law Enforcement:
    • provide immediate intervention in crisis situations  
    • employ sound judgment and emotional control when evaluating possible crises in a timely manner taking into consideration the physical and mental well-being of all patients and staff  
    • actively use effective communication skills, verbal de-escalation skills, and CTI skills when interacting with patients and staff in a positive and respectful manner  
    • provide interior security within the facility by patrolling the patient unit areas on irregular patrols establishing preventative enforcement through Officer presence 
    • enforce the laws and regulations; exercise powers of custody and arrest; restrain and take persons into custody suspected of unlawful behavior; detect criminal activity; respond to communication orders (dispatch); investigate and gather evidence on complaints and incidents; interview witnesses; prepare evidence and reports; respond to emergencies and requests for assistance; provide traffic and crowd control; write appropriate reports and citations; prepare cases for prosecution by the District Attorney by executing warrants; and testifying in court proceedings as a witness.
    • Command Officer Duties: Coach, teach and mentor other employees
    •  role model adherence to DPS and CMHIP Policies implementing procedure at all times
    • provide shift briefing and communication of pertinent information as it relates to patient, incident, and building needs
    • identify milieu concerns and provide solutions to minimize, reduce and eliminate potential threats
    • ensure adherence to all safety standards throughout the facility. Respond to and provide solutions and coaching as needed to rectify emergency concerns
    • respond to all alarms and asses/evaluate the situation and provide direction as needed
    • ensure the provision of the least restrictive alternatives and lowest level interventions
     Patient Crisis Intervention:
    • Patient Crisis Intervention
    Transports:
    • transport criminally and civil committed patients and/or convicted felons to and from courts, hospitals, RISE program, clinics, and jails, via state vehicles, this could include multiple patients, counties and facilities in one transport   
    • responsible for patient property, equipment, records, medications, and any other transportation-related items  
    • ensure that the integrity of the vehicle has not been compromised  
    • ensure that the transportation route is a safe route and determine an alternate route, which is planned, in the event of an emergency safety situation
    Training:
    • attend and actively participate in all assigned training and successfully complete any/all testing or other requirements for such training  
    • maintain required POST certification and Police One assignments  
    • successful completion may be known or recorded by score or demonstration of skill  
    • meet and keep current all mandatory training pursuant to prevailing CMHIP/DPS Policy  
    • other job duties as assigned
    Minimum Qualification:

    Current, valid Colorado Peace Officer Standards and Training (P.O.S.T.) certification

    AND

    One (1) year of experience in law enforcement not including corrections

    Substitution:  
    • Appropriate education will substitute for the required experience on a year-for-year basis.  (Must attach unofficial transcripts to the application, for education as a substitution to be credited)
    *Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a pro-rated basis to determine qualifications.     Special Qualifications:
    • must possess and maintain Colorado P.O.S.T. Certification
    • may not be on a “Brady List” with a DA’s Office 

    Preferred Qualifications:
    • ability to multi-task and prioritize emergent and non-emergent situations in a highly stressful environment.
    • experience working with the mentally ill 
    • excellent interpersonal/communications skills.
    • strong attention to detail
    • ability to work autonomously with little to no supervision
    • ability to make event-changing decisions


    Conditions of Employment:
    • A pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons.  Felony convictions, convictions of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. Additionally, you will be required to take and pass a drug screen 
    • Must successfully pass a TB (tuberculosis) Test 
    • Flu vaccination 
    • Must successfully complete a post-offer Pre-employment psychological and medical fitness for duty examination
    • Current and valid Colorado Driver's License and be able to operate State vehicles 
    • May be required to work a different shift due to call-offs, shortages, or emergencies.
    • Must be able to lawfully carry firearms and be able to maintain proficiency and pass standard qualifications courses
    • Travel to assigned training and or alternate sites and provide transportation of patients in state vehicles 
    • Must possess and maintain Colorado P.O.S.T. certification
    • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS
