    DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
    The Director of Network Infrastructure and Security oversees all Networking, Engineering and Information Services and Technology Infrastructure; leading: architectural design, implementation, and support of systems, servers, peripherals, and network technologies. The Director of Network Infrastructure and Security leads the engineering team in analyzing, planning, designing, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include virtualization, LANs, WANs, wireless technologies and the physical and logical components that integrate these systems together as an enterprise networking backbone.

    Leads the senior technical architect and systems integrator for large complex systems or networks and is responsible for engineering and supporting standardized solutions that are reliable, scalable, manageable, secure and accessible. This position serves as the primary contact for any abnormal network activity or system outages.

    Supervises, leads, and trains staff as assigned. Serves as a lead administrator within the Information Services and Technology Department, whom is responsible with coordinating and collaborating with other departments on District infrastructure projects such as, but not limited to, Campus Safety, Physical Plant, Extended Educational sites, etc.

    CLASSIFICATION: Range 45 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday.

    SUPERVISOR: Associate Vice President of Information Services and Technology or designee

This is a Classified Administrator position with a default CalPERS retirement.

    Typical Duties, Knowledge and Ability
    Essential Functions:
    • Oversee the following: designing, planning, testing, implementing and documenting complex enhancements and additions to the IT infrastructure.
    • Oversees the design and implementation of the District user directory services.
    • Provide oversight of the districts technology infrastructure including servers, network switches, firewalls, VoIP system, and backup and disaster recovery systems.
    • Supervises and monitors any upgrades on the districts critical IT infrastructure including, servers, network switches, firewalls, VoIP, and backups systems.
    • Responsible for making recommendations and providing oversight of the districts data and infrastructure security.
    • Provides training, guidance, leadership and mentoring to Systems Engineers and other IT staff. Supports and develops the technical expertise needed to meet long- term business needs.
    • Directs staff coordination between operations, applications and systems staff.
    • Plans, organizes and supervises network and server operating systems, security and disaster recovery.
    • Oversees the implementation of system software/hardware standards, upgrade procedures and maintenance activities to achieve the highest possible reliability, security, and accessibility of network systems and servers.
    • Responsible for developing system, hardware and cost requirements and proposed time frames.
    • Troubleshoots network hardware and operating problems, including but not limited to connectivity, internet access, electronic mail and servers.
    • Serves as the main contact for the Districts networking, internet, server and LAN providers.
    • Ensures the Department creates and maintains complete and accurate records pertaining to hardware, software, system, and network configurations, changes, outages and improvement plans.
    • Establishes, monitors and ensures compliance with system standards and applicable regulations.
    • Directs data compilation and analysis as needed.
    • Stays abreast of advances in technology and keeps current on relevant technology changes.
    • Works with all levels of faculty, staff, and student workers.
    • Directs the work of other technical support staff.
    • Serves as a lead for the Department on all District construction projects and coordinates work between departments.
    • Oversee routine scheduled scans to identify any possible security vulnerabilities.
    • Work with other departments to ensure all security vulnerabilities are addressed in a timely manner.
    • Oversee management of the Districts security software including but not limited to endpoint protection, data loss prevention and security information and event monitoring.
    • Oversee management of the Districts identity services including but not limited to single sign on, and multi factor authentication systems.
    • Ensure appropriate security policies, NIST and CIS controls, are applied to all workstations, devices, infrastructure and server systems.
    • Perform routine security audits and oversee mitigating any risks that come out of the audits.
    • Serve as main point of contact and lead for law enforcement and other authorities in the event of a cybersecurity incident.
    • Coordinate with the Chancellor's Office Technology Center for all cyber security support and resources.
    • Designated Chief Information Security Office (CISO) for the District.
    • Compose and report on the Districts cybersecurity stance to the Board of Trustees, Chancellor's Office, Accreditation, and Audit reports as needed.
    Marginal Functions:
    • Provides assistance and counsel to other staff related to faculty and staff computing needs.
    • Provides technical advisement and training of other staff members as necessary.
    • Oversees the inventory and related records of network and server hardware, software and licensing.
    • Oversees other staff logs and records related to the work performed. Provides guidance and training as needed.
    • Establishes, enforces and updates the network computing standards, policies, procedures, and use guidelines.
    • Performs other related duties similar to the above in scope and function as required.
    Knowledge of:
    • Requisite technical skills to perform essential and marginal job functions
    • Operating principles and characteristics of LAN/WAN, telecommunications, Wi-Fi, client server environments and personal computing hardware utilized by the College.
    • Expert level knowledge of the following technologies:
      • Server Virtualization
      • Network switching and routing
      • Next generation firewalls
      • Data backup solutions
      • Cloud computing resources such as Azure and Amazon Web Services
      • VoIP phone systems
      • Office 365
    • Productivity, analysis, troubleshooting and utility tools for desktops, servers, and network equipment not limited to but including switches, routers, and firewalls.
    • Expert level knowledge of desktop and server operating systems such as Linux and both desktop and server versions of Microsoft Windows.
    • Methods and procedures of standardizing, securing, maintaining, and operating computers and peripheral equipment in an enterprise environment.
    • Software License compliance laws and methodologies
    • Security and business continuity (disaster recovery and backup) planning and execution
    • Troubleshooting, diagnostic techniques, procedures, equipment and tools used in computer and peripheral repair
    • Technology documentation and presentation techniques
    • Project management methods and techniques.
    • Supervisory knowledge and/or experience to successfully oversee a team, while providing complex project coordination across departments.
    • Professional and effective oral and written communication at all times.
    • Current NIST standards and CIS controls.
    Ability to:
    • Delegate, plan, schedule and perform complex maintenance and upgrades to critical infrastructure.
    • Maintain current knowledge of technical advances in all areas of responsibility
    • Prepare clear, concise and accurate system documentation and reports.
    • Establish and maintain cooperative and effective working relationships with IT staff, members of the College community and outside contacts.
    • Analyze networking systems and problems and develop new or modified solutions to meet changing conditions.
    • Analyze network and telecommunication system requirements and select appropriate hardware and software solutions.
    • Work independently and exercise sound judgment while meeting schedules and timelines.
    • Demonstrate interpersonal skills using tact, patience and courtesy.
    • Understand and carry out oral and written directions.
    • Direct the work of other technical support employees.
    • Supervise staff as assigned.
    • Create and maintain positive business relationships with the broader college community and third party vendors.
    • Budget management and tracking.

    Experience/Education
    Education Required:
    • Bachelor's degree with coursework in computer and network systems and technologies, plus substantial continued education and training in the Information Technology field, OR equivalent relevant industry experience, certifications, and/or training in the field.
      • Master's degree in relevant field preferred.
    Experience Required:
    • Minimum of four years of professional experience directly supporting networks and servers.
    • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
    Other Required Qualifications:
    • Demonstrated technical knowledge and ability to communicate clearly verbally and in writing. Relevant industry certifications and training (e.g. Cisco Certified Networking Associate, CCNA).

    Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
