Capacity Planning Supervisor leads a capacity planning team to plan and monitor an organization's operating limits and capacities. Forecasts and plans capacity requirements to align with production schedules, resource levels, and inventory demand. Being a Capacity Planning Supervisor identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders to understand future plans and develop responsive capacity forecasting. Additionally, Capacity Planning Supervisor utilizes production metrics and manufacturing research to develop insights on processes or equipment and recommend improvements. Requires a bachelor's degree. Typically reports to a manager. The Capacity Planning Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Capacity Planning Supervisor typically requires 3-5 years experience in the related area as an individual contributor.     Job Summary


    The American Indian Program Supervisor exists in the Office of American Indian Health (OAIH) in the Health Equity Bureau to lead, coordinate, and manage multiple OAIH grants with Tribal governments and urban American Indian organizations in Minnesota. Grant programs and funding cycles are dynamic and evolving. Current OAIH grant programs include American Indian Special Emphasis Grant, Foundational Public Health Responsibilities Grant, Tribal Public Health Infrastructure Grants, Urban Health Equity Grant, and Tribal Block Grants. These funding programs are related to planning core public health functions and work to reduce American Indian health disparities and health inequities. American Indian communities and OAIH grantees include Tribal governments, urban American Indian agencies, and their staff.

    Primary responsibilities will include:

    • Engage as a leader of the Office of American Indian Health within the Health Equity Bureau leadership team.
    • Supervise a team of American Indian Program Specialists and provide structure, oversight, and guidance to the OAIH grants team.
    • Provide grant administration and budget oversight for OAIH grant programs to assure that program funds are appropriately and effectively used.
    • Provide consultation, guidance, and support on grant administration for funded OAIH Grantees individually and as a part of the team, so that grantees are successful in achieving grant outcomes.
    • Work closely with Health Equity Performance & Research team to facilitate Indigenous evaluation and research strategies across grant programs.
    • Work closely with Tribal Public Health Systems Specialist and technical assistance contractor to facilitate grantee access to technical assistance providers that meet their identified needs to strengthen effective core public health functions.
    • Establish and maintain a respectful working relationship with grantees and other partners to enhance grantee performance, improve state relations with grantees and build grantees’ capacity to advance health equity.
    • Perform duties as requested for the Office of American Indian Health, Health Equity Bureau, and MDH.

    Qualifications

    Minimum Qualifications

    Four (4) years of experience in a role(s) that demonstrate the following:

    • Coaching, mentoring and/or developing staff while building relationships. This includes providing direction, establishing guidelines and expectations, and setting priorities.
    • Experience working with or for American Indian/Tribal Communities
    • Budget preparation and analysis, financial management process, and working with grants or contracts.
    • Working with financial data reporting tools to access data with spreadsheet proficiency to collate and analyze data.
    • Preparing reports, grants, contracts and writing detailed summaries that are clear and succinct.

    Preferred Qualifications

    • Ability to collaborate with a variety of stakeholders, including diverse community partners.
    • Knowledge of the Minnesota Department of Health functions, policies and procedures related to grant and contract management and finances.
    • Lived experience and/or strong working experience with a wide cross-section of focus communities.
