Project Manager - Capital Improvement Projects

  • The City of Littleton Facilities Management team is looking for an experienced Project Manager to implement and oversee all phases of capital improvement projects involving maintenance, renovation, and new construction for City of Littleton facilities. The Project Manager will manage projects from initiation through planning, design, and construction including preparing cost estimates, budgets, and schedules for potential projects as well as approved CIP projects.
     
    The ideal candidate is a strong communicator with experience presenting project plans and updates to a wide range of stakeholders. The ideal candidate has experience managing capital improvement projects and enjoys all aspects from defining the scope of a project, developing, and managing the RFP process, communicating updates, closing out documentation, and everything in between. Must be both detail-oriented and able to visualize and contribute to the big picture on various city projects.

    • Support city-wide Facilities Master Plan (FMP) development and execution
    • Public Works Campus Master planning, design, & implementation
    • Small project management for remodeling projects
    • Vendor Management Systems Development
    • Historic Geneva Lodge exterior rehabilitation 
    • Phased remodel of the Littleton City Center Building

    Starting pay range $109,100 - $120,500 per year
     
    This full-time position is exempt per FLSA and is not eligible for overtime compensation.
     
    Work Schedule: This is a full-time position and has the option to work a hybrid schedule with some days teleworking and some days working in person at the office.

    • Manages the development of conceptual plans and budgets for facilities CIP projects and programs.
    • Assists in the development of new standards of practice for project management activities with the Facilities Management team.
    • Recommends and conducts staff training as appropriate to maintain competency levels and necessary certifications.
    • Coordinates with customers to facilitate facility planning, project budgeting, and scheduling.
    • Coordinates with evaluation committees to develop recommendations for the selection of professional services, construction services, and contractors.
    • Provides strategic recommendations for implementation of energy-efficient facilities and practices.
    • Develops planning documents for the initiation of projects.
    • Prepares requests for proposal bids and conducts all necessary meetings to facilitate selecting contractors and services including conducting pre-construction conferences, reviewing all bids, and recommending award of contracts.
    • Coordinates all parties involved in the planning, design, and construction process, and monitoring and reporting on all phases of planning and construction.
    • Monitors construction contracts, execution, and distribution including preparation of contract change orders, and monitoring of execution.
    • Reviews contract plans and specifications for compliance with appropriate building codes and project requirements.
    • Receives pay requests from professional consultants and contractors and approves for payment.
    • Monitors and facilitates resolution of construction contract disputes and claims.
    • Directs construction contract close-out and maintains documentation files.
    • Performs other assignments and projects as assigned.
    • Bachelor's degree in architecture, engineering, construction management, or a related field; and
    • Five (5) years of experience in project management as an owner's project representative, on a wide range and number of small to moderate commercial facility projects and building types, managing design and specialty consultants, general contractors, and sub-contractors, furniture, fixtures, and equipment vendors; or
    • An equivalent combination of education, training, and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.
    • Must have a valid driver’s license.
    • Must be able to pass a pre-employment criminal background check and motor vehicle records check.
     
    Preferred Qualifications: 
    • AutoCAD experience and proficiency
    • Municipal or other public sector capital improvement project management experience.
    • Experience developing Request for Proposals (RFPs) and evaluating bids for design/consulting services, facility projects, and furniture, fixtures & equipment.
    • Practical understanding of integrated facility design and construction (including facility programming), building types/uses, common construction practices, Americans with Disabilities Act (ADA), building codes, and regulatory compliance.
    • Strong knowledge and ability to develop Request for Proposals (RFPs) and evaluate bids for design/consulting services, competitive bid documents for facility projects and furniture, fixtures & equipment assessment, and procurement.
    • Highly skilled at defining/assessing project work scope; facility programming and space planning; broad and practical understanding of construction means/methods to ensure that projects achieve their goals and objectives in a timely and cost-effective manner.
    • Outstanding communication and presentation skills with the ability to work with and communicate effectively with all organizational levels and project stakeholders.
    • Strong technical skills with Microsoft Office applications, AutoCAD (or equal), and other software (i.e. Adobe Acrobat Std/Pro, Construction Estimating programs) to prepare reports and documents that integrate text, graphics, and quantitative information.
    • Ability to utilize technology to effectively manage workflow using smartphone/tablet, applications, traditional laptop/desktop applications, digital photography, etc.
    • Ability to read and interpret plans and specifications and to compare them with construction progress.
    • Knowledge of facilities planning and construction management processes and procedures.
    • Strong knowledge of estimating, budgeting, and scheduling practices.
    • Knowledge of and ability to stay current on the status of costs of new construction, escalation factors, and market trends.
    • Knowledge of building codes and standards of practice.
    • Knowledge of laws governing construction contracts and contracting.
    • Knowledge of construction materials and methods.
    • Knowledge of supervisory practices and principles.

     
    WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:
    • Physical requirements include the performance of heavy work that includes, but is not limited to lifting, carrying, pushing, and pulling objects weighing up to 100 pounds; frequently using hands and arms to operate and adjust equipment; climbing stairs and ladders; stooping, kneeling, crouching, reaching and handling to operate tools and equipment; balancing, crawling, and feeling; hearing voices, signals; seeing with near and far acuity, depth perception, field of vision, color vision and accommodation; and occasional smelling to detect malfunctioning mechanical equipment and electrical wiring or circuit problems.
    • Long periods of sitting, standing, and walking may be required. Work is primarily performed indoors; exposure to fumes, odors, dust, mists, and gases from the operation of equipment and the atmosphere (the use of protective eyewear while operating power and hand tools or performing work involving potential eye injury hazards is mandatory); high exposed work sites, burns, and radiant energy; and exposure to toxic and caustic chemicals.
     
    MATERIALS AND EQUIPMENT DIRECTLY USED:
     A variety of hand and power tools and mechanical equipment, including, but not limited to hand and power saws; electric drills, sanders, planers; screwdrivers, hammers, wrenches, and pliers; electronic and mechanical testing devices; tape measures; step and extension ladders, scaffolds; assigned utility truck; telephone, fax and copier; personal computer with assigned software; and cell phone.
