    General Description

    The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses.     Overview of Job:

    The Office of Housing Finance is responsible for the financing and development of multifamily affordable properties funded by the State of Georgia. Annually, the Office of Housing Finance funds the construction and preservation of thousands of affordable housing units through the Federal/State Housing Tax Credit program and its multifamily lending platform.

    The Project Manager, Capital Markets will report to the Senior Capital Markets Manager.


    Core Responsibilities

    • Assist in the planning and implementation of the Office’s Capital Markets strategy
    • Research innovative multifamily financing strategies in Georgia and the US
    • Research best practices in asset management in Georgia and the US
    • Propose creative solutions for uses of various fund sources while ensuring all federal and state requirements are being met
    • Coordinate Capital Markets Team presentations and agenda items for biweekly financing meetings
    • Manage the rollout of potential new multifamily financing solutions, including the FHA-HFA Multifamily Loan Risk-Sharing program and Bond Recycling program
    • Work cross-collaboratively with Allocation, Tax Credit, Development, Construction, Compliance and Asset Management teams
    • Analyze the effects of historic and current Capital Markets strategy
    • Manage public input process to understand needs and gaps in Georgia’s multifamily financing industry
    • As needed, review multifamily loan applications to ensure financial viability, compliance with federal and state funding requirements, and satisfaction of policy priorities
    • As needed, assist in the loan closing process
    • As needed, complete other tasks by the Capital Markets Manager, Director of the Office of Housing Finance, and the Director of the Housing Finance & Development Division

    Preferred Knowledge, Skills, and Abilities

    • Professional or educational experience in multifamily development and/or underwriting
    • Knowledge of multifamily financing and partnership structures
    • Experience partnering with or working for government agencies
    • Experience writing and proposing policies
    • Ability to research and project manage without significant direction
    • Ability to read code, laws, or statute, including but not limited to IRS Section 42
    • Ability to identify, analyze, improve, and/or streamline problems and processes
    • Ability to maintain organizational and attention to detail
    • Ability to work in a fast-paced environment while remaining adaptable and calm
    • Ability to be actively listen and learn from others
    • Advanced knowledge of database, programming, or spreadsheet software, including Microsoft Excel, Word, Outlook, Teams, Oral and written communication

    Minimum Qualifications

    • Bachelor’s degree in accounting, finance, real estate, or related field from an accredited college or university
    • One to two years of full-time experience in underwriting, multifamily construction, finance, real estate, accounting, affordable housing development, or relevant policy work
    • One year of research or project management experience.

    Working Conditions (Travel, Hours, Environment)

    This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Periodic travel may be required.

    Master's degree in a related field from an accredited college or university AND One year of experience required at the lower level Prgm Consultant 1 (GSP090) OR any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
