Case Manager - Drug and Alcohol Treatment Courts – Jefferson County

  • Job Responsibilities:


    Position Summary:
    Case management with intensive support, supervision and monitoring of third and greater OWI offenders who are participating in the Jefferson County Alcohol Treatment Court, as well as providing case management of Jefferson Drug Treatment Court Participants.

    Essential Functions:

    • Assist the APD in training new part or full-time staff should the program grow or there be staff turnover.
    • In collaboration with the other case manager to ensure weekly reporting after staffing and court to the APD.
    • In collaboration with other case manager to ensure monthly preparation of the CJCC updates for the APD and Administrator in a timely fashion.
    • Team with the other program manager to manage daily operations on-site and reporting all concerns to the APD, and to the Administrator in her absence.
    • Responsible for a range of case management of a shared caseload of 40 to 50 participants over the course of one year, from intake evaluation through discharge, providing structure, accountability and support for successful recovery;
    • Administer the screening tool and risk assessment on all offenders, as identified by Jefferson County, and report the results to the Jefferson County Alcohol Treatment Court Team (JCATC); and Drug Treatment Teams (JCDTC);
    • Make referrals to treatment and other community based support services according to each participant’s needs;
    • Meet face-to-face with participants in the office, jail and courthouse to accomplish all essential functions of supervision and monitoring;
    • Administration of Preliminary Breath Tests and direct observation drug tests, utilizing an instant cup and following Chain of Custody protocols;
    • Maintain regular ongoing contact with all treatment providers regarding the status of individual participants and report back to the JCATC/JCDTC Team;
    • Monitor participants’ payment of treatment fees, program fees (if applicable), and court related fees as required following the protocols identified by the JCATC/JCDTC Team.
    • Prepare all documentation, in collaboration with other case manager for weekly staffings with the JCATC/JCDTC Team and report all pertinent participant activity and status regarding treatment, attendance at self-help groups, employment, alcohol/drug tests and SCRAM results, ancillary services and participant’s family life;
    • Attend weekly pre-hearing staffings and court hearings;
    • Assist with recommendations in determining Phase levels, sanctions, and incentives;
    • Produce and maintain quality written and electronic files and court communication;
    • Maintain all paper and electronic files on each participant, ensuring timely and accurate data entry; including C.O.R.E.
    • Ensure that the Treatment Court supervision model, its core elements and all policies and procedures are followed;
    • Ensure protection of participant confidentiality;
    • Install, maintain and remove SCRAM bracelets;
    • Participate in required trainings and conferences;

    Other Duties and Responsibilities:

    • Assist with creative participant incentives and reward celebrations;
    • Maintain a flexible work schedule, if required, to allow for early evening hours and some weekends to accommodate participant’s work schedules.

    Job Qualifications:


    Knowledge, Skills and Abilities:
    Knowledge of the Criminal Justice System; knowledge of local treatment programs and community resources to include housing, education, public transportation; knowledge of the Circuit Court Access Program (CCAP) and jail data systems; Strong verbal and written communication skills; ability to respond appropriately in crisis situations; sensitivity toward cultural, ethnic and disability issues; good organizational, computer and typing skills; ability to read and understand drug and alcohol testing results; good judgment; effective use of time; and must be trained in all WCS required Evidenced Based Principals within 90 day of hire and follow models for fidelity established by the agency.

    Minimal Qualifications: Bachelor’s Degree in Criminal Justice, Social Work or other related field; preference for case management experience; Clinical Substance Abuse Counselor credential preferred – but a Substance Abuse Counselor or related experience is acceptable; Specific experience working within the criminal justice system preferred; Computer skills to include a working knowledge of Microsoft Word and Excel; Working knowledge of basic office equipment to include but not limited to computer, fax and copier; understanding of AODA issues and treatment; possess a valid Wisconsin Driver’s License and insured auto; must pass criminal background check.

    Work Relationship and Scope:

    Reports directly to the Program Director of the WCS Treatment Courts and interacts with the Director of Court Services, as well as the JCATC/JCDTC Team. Has contact with a wide variety of individuals to include criminal offenders, court officials, law enforcement, jail staff, treatment and other service providers, Probation-Parole staff, other WCS staff, and family members of participants.

    Working Conditions: Work is performed in an office setting, jail and the courtroom; involves supervision appointments; observe and supervise participant drug screens; participants may exhibit disruptive behavior at times.

    Physical Demands: Duties require good hearing and the ability to communicate verbally; hand and finger dexterity for data entry and typing; involves some driving in Jefferson County.
