Department Manager, Budget, Cash Management, and Federal Finance
The Department Manager, Budget, Cash Management, and Federal Finance, is primarily responsible for identifying, analyzing, and supporting cash management and banking functions of the district. Assists in the management of the budget and cash management department.
Duties:
- Coordinates all banking functions of the district to include monitoring of account activity and transfer of funds.
- Oversees district's debt management to include payment of debt service for various obligations and ensures debt compliance to maintain tax-exempt status of bonds.
- Prepares and records in the financial system all principal and interest payments.
- Assists in the preparation of the district budget.
- Liaises with financial advisor, bond counsel, disclosure counsel, and rating agencies.
- Prepares and disseminates special financial reports by collecting, analyzing, and summarizing data and analyzing trend information.
- Serves as liaison between various departments and outside entities as needed.
- Oversees district's receipting and billing function.
- Oversees the debt service and capital outlay portions of the district budget.
- Keeps abreast of federal, state, and local laws to ensure reporting compliance. Maintains knowledge of standard governmental accounting procedures, including Government Accounting Standards Board (GASB) and generally accepted accounting principles (GAAP) requirements.
- Supervises, interviews, hires, and trains staff. Addresses complaints and resolves problems.
- Performs any other duties as assigned.

Qualifications:
Education: A bachelor’s degree is required. Degree in Finance, Accounting, or Business Administration preferred.
Experience: Five (5) years of increasingly responsible experience in accounting, budget, or finance preferred, with
three (3) years of related management or supervisory experience required.
Business experience in governmental accounting, budget, or finance may substitute for the degree requirement on the basis of two (2) years of experience for each year of education.
