Southern Illinois University Edwardsville (SIUE) and the office of the Vice Chancellor for Administration (VCA) is currently seeking to fill the position of Assistant Vice Chancellor for Administration (AVCA) to serve as a resource person to the larger SIUE community and the VCA Directors in matters of budget development, long-range planning, space utilization and organizational governance. The position also supports the VCA in day-to-day operations and special projects.
Responsibilities and Duties:
Develops and maintains the University's Long-Range Plan. Reviews, finalizes and submits long range goals and project lists developed by the Facilities Management Department (FMD) for approval by the VCA, Chancellor, President, and BoT. Similarly, reviews, finalizes, and submits the University Asset Maintenance Schedules and Real Property Utilization Report developed by the FMD for the Budget Office and President's Office.
Works closely with the VCA Directors and other units to prepare responses to the IBHE and Legislative technical questions on SIUE capital and operating budget requests as necessary. Prepares the VCA portion of the SIUE Budget matrices.
Prepares the RAMP Capital Budget (timetables, complex budget tables, narratives, and Program Statements) for submission to SIU System, BoT, and IBHE.
Develops and/or responds to special projects or issues as they arise. Is the direct contact for the VCA area at the Alton, Belleville, and East St. Louis locations.
Serves as the primary budget officer for the VCA functional area including proprietary approval for transactions requiring VCA authority for State, local, and construction accounts as well as the reconciliation of salary reports. Works closely with the VCA Directors to allocate the VCA area internal operating budgets and the auxiliary service account budgets.
Directly responsible for University Park SIUE Inc.'s bank accounts, prepares materials for annual audit, coordinates and prepares items for University Park SIUE lnc.'s Corporate Board and the University Park Board of Directors, files necessary items with local, State, Federal agencies, manages website content of University Park SIUE Inc. Develops long-range planning for University Park.
Provides support as necessary to various University units for operations, and support functions to schedule work to minimize conflicts between projects, daily work, and campus activities. Provide updates on project status to affected users and stakeholders.
Monitors and reviews the University's property insurance coverage guidelines, deductibles, and coverage limits, and serves as the University's resource for property insurance coverage.
Assures University compliance with the Illinois Liquor Control Commission's policies for the distribution of alcohol at all SIUE facilities.

Bachelor’s Degree
Minimum of 5 years of increasingly responsible experience in a complex organization with skills in financial planning, budgeting and data analysis
