    Under direct supervision of the Director for Employee and Labor Relations, the Labor Relations Investigator will conduct and oversee personnel investigations and will serve as the primary investigator on matters involving allegations of unprofessional conduct and violations of University policy.

    Major duties and responsibilities:
    • Incumbent will conduct lead investigations involving allegations of misconduct and violations of university policy for Faculty and Staff. Incumbent conducts interviews, gathers evidence, provides investigatory information to the Director, and interprets applicable policies, procedures, and Collective Bargaining Agreements to draft high-quality written documentation, summarizing investigative findings, analysis of the evidence and forming conclusions.
    • Cultivate rapport with Staff, Faculty, and Union representatives while in conflict to achieve desired outcomes. Advise and provide guidance to administrators in conducting investigations. Counsel and coach managers and administrators on labor-related issues and promote an engaged and positive culture.
    • Collaborate with Director of Employee & Labor Relations in developing as well as coordinating, guiding, and implementing training and professional development on personnel investigations. Create and present campus training sessions to familiarize the audience with university policies, procedures, guidelines, and practices.
    • Maintain and track accurate, confidential case records. Prepare data and statistical analysis reports of Labor Relation activities and projects.
    • Represent University at State Personnel Board, hearings, and arbitration. In partnership with the University Legal Counsel, participates in hearings and mediations by performing such tasks as interviewing potential witnesses, hearing preparation, and preparing exhibits.
    • Support other core projects across Labor Relations as directed.

    Minimum Qualifications: Required Education and Experience
    • Bachelor's degree in a related field.
    • Two to Five years of related experience, human resources department, or comparable field.

    Required Qualifications
    • Excellent writing and research skills and the ability to generate concise, logical, and grammatically correct analytical reports that convey complex and sensitive issues.
    • Ability to read and interpret complex legal documents such as court opinions, laws, and federal regulations to evaluate their impact on University policies and procedures. Working knowledge of federal and state laws and regulations
    • Ability to maintain effective working relationships with administrators, staff, faculty, students and community partners.
    • Demonstrated assessment, investigation, and resolution of concerns and complaints including conflict resolution, problem-solving techniques, complaint screening, interviewing, consultation and advice, and conducting investigations.
    • The ability to exercise independent judgment, to assess and negotiate complex, highly sensitive situations, including the ability to maintain confidentiality, be discrete, and maintain neutrality in the face of indifference or hostility.
    • Demonstrated skill and sensitivity in interacting with various ethnic, social, cultural, economic, and educational backgrounds to identify, investigate and facilitate problem resolution.
    • Must be committed to principles of due process, fairness, and respect.

    • Experience working in higher education.

    Compensation and Benefits:

    Anticipated Hiring Range: $7,000 - $7,667 per month

    Classification Salary Range: $3750 - 11,146 per month

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year.     Position Information:

    Work status: Full-time/Exempt/At will

    Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

    Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

    This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

    This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

    First considerations will be given to candidates who apply by Wednesday, August 23, 2023 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

    As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

    California State University, San Bernardino in not a sponsoring agency for staff or management positions (i.e. H1-B Visas).

    Conditions of Employment

    Background Check

    Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
