This position provides GIS services to Department of Defense (DoD) customers at the Military Ocean Terminal Concord (MOTCO) Directorate of Public Work (DPW). The GIS Project Manager (PM) is responsible for the oversite of all GIS, CADD, and spatial data project tasks. The GIS PM is responsible for the management of the client’s enterprise GIS system. The GIS PM will provide advanced geospatial analysis, data validation to ensure GIS records adhere to Army Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and Army Quality Assurance Plans (QAPs), plan and perform data capture and update tasks, provide technical reports, development & delivery of customer training, and provides support of the enterprise geospatial and CADD systems. The GIS PM will also maintain the client’s as-built library in both hard and electric versions. The GIS PM will work closely with the Areli Real Property Specialists to reconcile MOTCO’s GIS data with its Real Property inventory.
Duties include:
- Managing, updating, and creating geospatial data that strictly adheres to SDSFIE and Installation Geospatial Information and Services (IGI&S) quality assurance plans (QAPs) and AR 115-13.
- Managing and updating the IGI&S data layers to include infrastructure, utility, and environmental data layers.
- Working with Areli real property personnel to ensure that MOTCO infrastructure is accurately represented and attributed in the MOTCO geodatabase.
- Establishing a GIS Standard Operating Procedure (SOP) and creating job aids for geospatial software to include GPS and CADD software.
- Establishing goals and plans that meet project objectives and communicating tasks and plans with the client. Has expert GIS technical knowledge to direct and control project activities for a client and ensuring that technical requirements are met.
- Providing technical operations for GIS performing detailed spatial and relational database analysis.
- Managing the enterprise ArcGIS server to include web-enabled mapping functions and web page interfaces.
- Planning, developing, and delivering advanced geospatial products for customer requests.
- Developing best practices to address customer needs for managing and updating geospatial data to meet specified requirements.
- Conducting in-field GPS data collection and collecting measurements in coordination with the Areli Real Property Specialists.
- Develops and presents custom training, map requests, and analysis for customer.
- Attend IGI&S working group meetings.
- Familiarity with DoD real property and/or environmental policies, regulations, and guidance is preferred.
- Providing input and recommendations from the data analysis to improve GIS data integrity and data relationships between GIS and other business data stakeholders.
- Providing support for managing the geospatial web interfaces, software, and other geospatial applications.
- Providing advanced SQL queries, utilizing ArcGIS database tools for analysis, and data extraction.
- Must have proficiency with Internet application and web design for GIS applications (HTML, ASP, VBScript, JavaScript).
Proficiency: Web Development, Software Development, Windows Server, Python, SQL, JavaScript, ASP.NET, Data Management, Computer-Aided Design (CAD), ESRI ArcGIS 10.6 – 10.8, ArcGIS Pro, ArcServer, ArcSDE, ArcPortal, Microsoft Office, Bentley MicroStation. A proficiency test is conducted ahead of the interview process for screening purposes.
Qualifications: Bachelor’s degree in GIS or related field with a minimum of 5 years experience as a GIS Manager or Master’s degree in GIS or related field. Must have a minimum of 3 years’ experience managing DBA systems (Oracle 11, Microsoft Access), and web development in GIS, a minimum of 5 years’ experience providing geospatial data analysis, updates using ArcGIS products. Must be familiar with SDSFIE data model and standards. The GIS Program Manager must hold a valid driver’s license.
Per Government contracting requirements, the candidate must be able to clearly speak, read, and write in the English language, be a US citizen, as well as pass and maintain a National Agency Check Investigation (NACI).
