    The principal function of an employee in this class is to perform highly technical chemical and bacteriological testing of industrial waste and other discharges and/or treated water.  The work is performed under the supervision and direction of the Laboratory Supervisor but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with commercial and industrial representatives, government officials, other City employees and the public.  The principal duties of this class are performed in a laboratory environment with some responsibilities in an outdoor work environment to collect samples and perform related tasks.
     
     
    • Collects daily samples from industrial discharges, rivers and streams, wastewater treatment plant processes and water treatment plant processes;
    • Performs routine chemical, physical, bacteriological and biological tests on wastewater and water samples;
    • Performs testing for pH, nitrate, ammonia, biochemical and chemical oxygen demand, oil and grease, suspended solids, fecal coliform, heavy metals, conductivity, turbidity, total chlorine and chlorine dioxide, fluoride, calcium and total hardness and other tests as required by Federal, State and local statutes, rules, regulations and guidelines;
    • Maintains quality assurance and control and sample integrity;
    • Interprets, records and prepares daily reports of test results, and maintains chain of custody, field log books, and monthly sampling schedules;
    • Performs industrial pretreatment analyses, forensic reagent preparation, and other tasks as requested by commercial or industrial representatives or other City departments;
    • Explains correct sampling procedures and any needed modifications to commercial/industrial representatives;
    • Prepares reagents and samples for laboratory analyses;
    • Adheres to strict safety guidelines in handling samples and entering confined spaces;
    • Operates, calibrates and performs routine maintenance on simple and specialized laboratory and field sampling equipment;
    • Responds to citizens' questions and comments in a courteous and timely manner;
    • Provides training, guidance and technical advice to Operators and other City employees;
    • Attends meetings, conferences, workshops and training sessions and reviews publications to remain current on the principles, practices and new developments in the field;
    • Performs other duties consistent with the role and function of this class.
    • Comprehensive knowledge of sampling techniques appropriate to work responsibilities;
    • Comprehensive knowledge of chemistry and biology as it applies to proper collection and analysis of water and wastewater samples;
    • Comprehensive knowledge of proper laboratory techniques;
    • Thorough familiarity with Federal, State and local environmental laws, rules and regulations;
    • Ability to read City sewer and water line maps and blueprints;
    • Ability to read and interpret water sewer maps as they relate to sample collection and pollutant discharge investigations;
    • Ability to communicate tactfully and effectively with others, both orally and in writing, using both technical and non-technical language;
    • Ability to understand and follow oral and/or written policies, procedures and instructions;
    • Ability to prepare and present accurate and reliable reports containing findings and recommendations;
    • Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
    • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
    • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
    • Ability and willingness to learn quickly and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
    • Integrity, ingenuity and inventiveness in the performance of assigned tasks.

    MINIMUM QUALIFICATIONS
    • Graduation from an accredited college or university with a Bachelor's degree in Chemistry, Biology or a closely related field; and
    • Current, valid driver's license (will be verified for finalists).
    PREFERRED QUALIFICATIONS
    • Experience in a laboratory or a related work area, including some experience in environmental sampling; or
    • Any equivalent combination of experience and training that provides the knowledge, skills and abilities necessary to perform the work.

    Probationary period of 180 days
