North Carolina Agricultural and Technical State University (N.C. A&T) is seeking the next Chief Information Security Officer (CISO). N.C. A&T has set a goal to achieve the Carnegie R1 classification (very high research), and the cross-college partnerships should leverage shared federal and state resources in new and innovative ways.  

    The Chief Information Security Officer (CISO) leads campus efforts to maintain the confidentiality, integrity, and availability of the university’s information resources. The CISO works with the CIO, Deputy CIO, and other leaders to establish and implement effective information security policies and standards, maintain an efficient, reliable, and secure network, and manage risk associated with information resources. The CISO is responsible for security operations, incident response, compliance, and security awareness training. 

    The CISO reports to the Vice Chancellor of Information Technology and Chief Information Officer (CIO) and is a key member of the Information Technology Services (ITS) leadership team. The CISO works with other leaders to ensure a high level of service to faculty, staff, and students, and a high level of performance and security from technology systems. 

    This is a critical leadership position needed to support the university's current operations and progress towards R1 status.  


    ESSENTIAL DUTIES AND RESPONSIBILITIES 
    • Leadership and Strategy (65%) – The CISO leads the university’s efforts to secure its technology infrastructure and information resources. Working with the CIO, Deputy CIO, and other leaders and staff, the CISO develops and implements information security policies, standards, and strategies that support teaching, learning, research, operations, outreach, and student activities, and fosters a culture of security awareness. The CISO leverages a broad and detailed technical knowledge of computer systems and cybersecurity to perform regular security and risk assessments, and to lead risk management, mitigation, and acceptance strategies. The CISO uses this technical knowledge to identify security requirements for systems and services, lead security architecture development, and assess and approve architectural designs. The CISO will focus efforts on the security requirements of the hundreds of research systems operated by the university. The CISO works with other leaders and university partners to implement business continuity, disaster recovery, and incident response measures. The CISO serves as the liaison to external security audit and assessment teams and leads the collection and preparation of artifacts and audit responses. The CISO applies leadership and technical skills to manage security operations, intrusion detection, incident response, compliance, metric development, security reporting, and security awareness training. The CISO works with university technology governance committees including the Information Security Advisory Committee, the Academic and Client Advisory Committee, and the Technology Infrastructure Advisory Committee, and meets regularly with deans, chairs, faculty, and other leaders to assess needs and ensure that academic, research, operational, and outreach needs are met. The CISO recruits and manages information security staff.  
    • Incidence Response (10%) – The CISO oversees preparations for incident response and assumes direct control of major information security incidents or assists the CIO in this effort. This includes working with university leaders, technology and information security staff, cyber insurance providers, and university partners to develop plans and capabilities for incident response. The CISO may act independently in the absence of the CIO to limit the scope of an intrusion and protect the university’s information technology infrastructure. 
    • Operations (10%) – The CISO manages information security staff and oversees information security operations. This includes the development and operation of the security operations center (SOC), recruitment and training of staff, and the development of operating procedures. 
    • Compliance (10%) – The CISO is responsible for compliance with numerous federal, state, and university system information security regulations and standards. 
    • Additional Duties (5%) – The CISO will develop trusted relationships with peers across the University of North Carolina system, other universities, research, and service organizations to facilitate information sharing on cybersecurity threats, knowledge transfer on security techniques, and identify synergistic collaborative activities. 
    MINIMUM QUALIFICATIONS
    • Master’s degree in computer science, Information Technology, or a related field with four years’ experience of progressive related experience, 
    or
    • Bachelor’s degree in Computer Science, Information Technology, or a related field with six years’ experience of progressive related experience.  
    • Leadership experience in information security or a closely related field. 
    • Detailed knowledge of the requirements of information security laws, regulations, and standards and their incorporation into technology systems design.  
    • Experience with risk management and assessment, incident response, monitoring, and reporting. 
    • Significant technical knowledge of and experience with network, server, storage, endpoint, and cybersecurity systems, and related management and monitoring applications. 
    • In-depth knowledge of technology systems from Microsoft, Red Hat, VMware, NetApp, Palo Alto, Extreme, Cisco, and other leading vendors. 
    • Ability to troubleshoot and resolve issues with technology systems. 
    • Ability to act independently with little or no guidance, especially during incident response situations where IT managers are unavailable. 
    • Demonstrated ability to analyze, understand, and effectively communicate business requirements and technical design. 
    • Demonstrated ability to use effective problem-solving, negotiation, and decision-making skills to influence management and staff, as well as internal and external partners. 
    • Demonstrated project management experience and excellent analytical skills. 
    • Demonstrated strong customer service orientation, experience in partnering with other units, and fostering a team spirit within the department. 
    • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community and with a commitment to outstanding client service. 
    • Demonstrated ability to work collaboratively with ITS staff and university stakeholders of all levels of technical ability. 
    PREFERRED QUALIFICATIONS   
    • An advanced degree in Cybersecurity, Computer Science, Information Technology, or a related field with eight years’ experience. 
    • Significant leadership experience in information security in a higher education setting.  
    • Knowledge of information system architecture, disaster recovery, business continuity, and computer systems performance and resilience.  
    • Experience with external security audits or assessments. 
    • Experience with management of diverse staff.

    Purpose of the Division  
      
    Information Technology Services (ITS) strengthens and supports the university’s mission of teaching, research, and scholarly application of knowledge by providing the information technology infrastructure, software, hardware, and support to achieve the university’s strategic goals. ITS is comprised of nine departments which work with the university community to provide the information technology support and services required to realize operational excellence, integrate advanced technology, and create efficient and effective technology solutions.  
      
    The university operates a wide array of technology systems that support its various academic, research, business, and outreach activities. These systems range from large supercomputers and clusters that support research to laptops used by employees and students to tiny computers embedded in cameras, door locks, and appliances. They include a great number of computers used for research purposes on subjects such as the operation of autonomous vehicles, the security of Internet of Things (IoT) systems, the application of nanoengineering to the needs of the military, and modular modeling to identify new pharmaceuticals. In recent years, the campus has begun conducting research producing controlled unclassified data and has increased its annual research awards to over $97 million as it progresses towards the goal of becoming an R1 university. Many of these systems are located on campus or in off-campus sites in Greensboro and around the state. Others are in commercial cloud environments or are hosted by a vendor in other locations.   
     
    All these systems depend on the university’s technology infrastructure. At the same time, the university must comply with a broad array of federal and state regulations as well as federal and international standards. Many of these have requirements around the management and security of technology. The university must have a leader focused on the efficient operation, development, and security of that infrastructure to meet its strategic goals and objectives.
