    This is a Non-Represented Position.

    This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

    Summary:

    The Deputy Chief Safety Officer – Fire, Code Compliance and Emergency Management has extensive knowledge and technical specialization in transportation and construction safety and emergency response to recognize and control risks posed to the operation and construction activities for the busiest and most complex 24/7 commuter rail system in the United States. Develops policies, standards, programs, and procedures to ensure the achievement of Long Island Railroad safety, operations, and strategic objectives consistent with organizational needs, MTA policies and directives, industry standards, and governmental regulations/initiatives as they pertain to safety and safety operations.

    Responsibilities:

    • Direct the development and oversee the implementation of Corporate Policies and Procedures, safety rules, safety programs, emergency preparedness programs, and code compliance programs while assuring compliance with all applicable regulations and integrating the policies and procedures into LIRR operations and processes with sensitivity to our budget and the daily operations of the Chiefs of the LIRR Operating Departments. Establish division strategic objectives, goals, and priorities considering executive and MTA directives, data analysis, and independent research. Attend executive and leadership meetings and prepare or deliver presentations to communicate these priorities and progress toward achieving departmental and company objectives. Develop and foster professional relationships with all departments, regional authorities, and professional organizations.
    • Develop and direct the strategic implementation of comprehensive plans, goals, and priorities related to preparedness, response, recovery, and mitigation efforts. Provide oversight and guidance to the management team responsible for the day-to-day activities of each division. Determine the resources, including staffing, budget, and third-party support, to achieve priorities. 
    • Direct the oversight of administration and enforcement of a NYS Part 1204 compliant code compliance program including construction permits, inspections, approvals for occupancy, and state reporting.
    • Direct the oversight of the daily activities of the Fire Prevention, Code Compliance, and Emergency Management sections of the Corporate Safety Department ensuring emergency preparedness, prevention and mitigation of hazards, and post incident recovery.
    • Monitor LIRR force account and MTA C&D capital construction projects to ensure safety / code compliance and identify resource requirements for inspection and maintenance of new and existing infrastructure and facilities after completion and turnover.
    • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
    • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
    • Perform other assignments as requested by Senior Management.

    Qualifications: 

    • Bachelor’s of Science Degree in Fire Science, Emergency Management, Engineering, Construction, Safety Engineering, or a safety related field and 12 years of progressively responsible professional and supervisory experience in a related system safety environment with emphasis on regulatory compliance; emergency management; proactive safety programs to support safety and operating performance; accident investigations and corrective actions with emphasis on root cause/failure analysis, identification and mitigation, preferably in the railroad/transportation field.
    • Must be a seasoned professional with a minimum of 8-10 years in a management or supervisory role in a large, multi-faceted organization.
    • Must have comprehensive knowledge of regulations and technical standards including Department of Transportation, Federal Transit Administration, Federal Railroad Administration, Occupational Safety and Health Administration, New York State Department of Labor Public Employee Safety and Health regulations; administration and enforcement of the New York State Uniform Code under 19 NYCRR Part 1204; American National Standards Institute, American Society for Testing and Materials, American Public Transportation Association, and National Fire Protection Association standards.
    • The incumbent must be articulate, persuasive, self-confident, and possess strong, effective leadership and management skills with the ability to effectively motivate, and influence others in a positive and productive manner to develop the organization, mentor employees for succession planning purposes, as well as manage conflict. This includes setting high standards of professional conduct including maintaining a high degree of confidentiality and discretion; demonstrating a high level of initiative, professional integrity and demeanor; effective problem solving, decision-making, human relations, interpersonal, communication, and judgment skills to effectively engage all level of LIRR employees.
    • Must understand and communicate technical issues to various audiences, anticipate and recommend audience responses, and put specific actions and policies into context with broad internal and external issues.
    • Must have the ability to work effectively across and within multi-disciplinary teams requiring a strong understanding of LIRR operations, policies and procedures; a working knowledge of union rules; and experience managing within a complex, unionized environment.
    • Must have the ability to identify risks/problems, organize and convey pertinent information, and recommend viable solutions.
    • Must be able to adjust work schedule to accommodate special projects as necessary and able to respond to emergencies 24 hours a day, 7 days a week.
    • Must possess and display strong crisis management skills with experience responding and reacting to emergency and stressful situations, and knowledge of LIRR emergency response procedures and operations.
    • Must be a certified NYS Code Enforcement Official with a minimum of 5 years’ experience as Fire Marshal, Code Enforcement Official, Fire Prevention Officer, or similar function with significant experience in commissioning for major construction projects with highly complex systems.
    • Certified one or more of the following: Firefighter; Hazardous Materials Technician; Emergency Medical Technician; with a 12 years of experience in fire/life safety related emergency response or demonstrated equivalent functional experience, subject to approval.
    • Successful completion of Federal Emergency Management Agency ICS 200/300/400 curriculums.
    • Extensive experience with computer software, such as: Microsoft Word, Excel, Power Point, Outlook, Cority, etc.
    • Must possess a valid driver's license.

    Preferred/Desirable Skills/Qualifications:

    • Master's Degree or other post graduate education in in Fire Science, Emergency Management, Engineering or a related field.
    • Fire Investigator Certification with experience investigating incidents including determination of fire cause and origin; development of corrective actions; and assessing effectiveness of corrective actions; demonstrated investigative research and analytical skills.
    • OSHA 30 Hour General Industry certification.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
