POSITION: Chief Financial Officer (CFO)
STARTING WAGE: $46.35 $50.64 per hour
REPORTS TO: Executive Director
LOCATION: Inchelium
Basic Functions: The CFO reports to the Executive Director. The individual is well-versed in all aspects of financial management including:
- Providing leadership and direction for the financial department.
- Providing financial strategy and recommendations to the Executive Director, Managers and Board of Directors.
- Overseeing all financial decisions: i.e. budgets, internal controls, reporting and auditing.
- Implementing strategies and systems to improve the financial performance of clinics to achieve short- and long-term goals.
- Completing negotiations with financial institutions, insurance service providers, and other contractual parties.
- Ensuring compliance with Grant/Contract regulations especially HRSA and IHS funding sources.
- Financial statement preparation in accordance with Generally Accepted Accounting Principles (GAAP) and other applicable guidelines.
- Strong background in procurement and contracting.
- Identify and address potential financial risks for the organization.
- Meet with the LRCHC Board of Directors and/or staff to discuss financial, legal and business matters.
- Maintain excellent working relationships with all co-workers, tribal headquarter employees and entities directly associated with LRCHC.
- Be the primary contact in working with auditors and other financial/compliance reviewers.
- Handles special projects as assigned.
MINIMUM QUALIFICATIONS:
Education and Training:
- Bachelor’s and/or master’s degree in business administration, accounting or financing (preferred).
- Proven experience (3-5 years) as a CFO, Finance Officer, or relevant role.
- Certified Public Accountant designation (preferred).
- Experience in indirect cost negotiations and proposal development.
- Any combination of education and experience that provides the applicant with the desired skills, knowledge, and ability required to perform the job.
- Valid driver’s license
- Eligible for the Tribes vehicle insurance (to be maintained throughout employment).
- Basic Life Support certification.
- HIPAA and Privacy training.
Knowledge, Skills, and Abilities:
- Strong understanding of Generally Accepted Accounting Principles (GAAP) and application to financial operations.
- Audit experience is preferred.
- Knowledge of P.L. 93-63 Self-Determination contracting, regulations and requirements.
- Working knowledge of OMB Circulars, A-87, A-102, and A-133.
- Knowledge of corporate law and risk management practices.
- Excellent knowledge of data analysis and forecasting methods.
- Proficient in the use of MS Office, financial management software, Microsoft Serenic navigator, RPMS, Excel.
- Knowledge of all federal, state, tribal and local laws that apply to healthcare operations.
- Knowledge of general administrative practices.
- Participates in team building, and conflict resolution.
- Requires sufficient knowledge of proper English usage, grammar, spelling, and punctuation to prepare professional correspondence and write and edit report text.
- Requires sufficient human relations skill to work productively and cooperatively with other work teams, exercise patience when dealing with internal and external customers, and convey technical concepts.
- Knowledge of Federal Acquisition Regulations (FAR).
- Ability to strategize and solve problems.
- Prolonged periods sitting at desk and working on a computer.
- Must be able to lift up to 15 pounds at a time.
- Must be able to access various departments of a given location including at satellite offices.
Special Conditions:
- Better than average attendance record.
- A background clearance will be required.
- Tribal member and Indian preference will apply.

If required for this position, you must possess and maintain avalid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
