  • OUR CLIENT is searching for a Chief Financial Officer (CFO) to join their organization. The Chief Financial Officer is responsible for directing the operations of the Finance Division and providing strategic finance guidance to the organization. Manages the financial health and sustainability of the organization ensuring compliance with regulatory standards. Duties vary widely and encompasses all aspects of governmental finance, accounting, and budgeting. The CFO plans, organizes, and directs the major programs and activities of the Finance Division including financial operations (financial accounting and reports, payroll, grant accounting, accounts payable and receivable, cash receipting, capital assets, and budget development) and administrative and financial planning including developing short-and-long range plans. (For the purpose of this job advertisement, our client may at times be referred to as "The Organization" or "The Agency")

    Responsibilites/Dutes (These responsibilities are mean to be a representative sample; position assignments may vary.)

    • Supervise, lead and mentor staff.
    • Train Finance team.
    • Plan, manage, review and evaluate contracts/procurement activities.
    • Plans, organizes, directs and controls the agency's financial acocunting activities.
    • Developes, analyzes, and implements financial procedures and policies.
    • Ensures accounting processes are carried in conformance with standards set by Governmental Accounting Standards Board and other governing bodies.
    • Directs, administers, and formulates policies for complex employee pension and benefit plans.

    The ideal candidate will have knowledge of, have operated in, or have a background in each of the following areas in at least some capacity:

    • Generally Accept Accounting Principle (GAAP)
    • Governmental Accounting Standards Board (GASB)
    • State Auditor's Office "Budgeting, Accounting and Reporting System" (BARS)

    • National Transit Database (NTD)Uniform System of Accounts (USOA)
    • Federal and State laws, rules regulations, and statutes related to public transportation
    • Risk management principles and practices
    • Contract development practices and administrative requirements, including union contracts and labor agreements
    • Financial management principles and practices
    • Mathematical concepts
    • Budgeting principles and practices
    • Deferred compensation plan rules and regulation
    • Theory and practice of governmental accounting
    • Financial forecasting
    • Principles and practices of effective leadership, management, and supervision.

    Skills/Education/Experience Requirements:

    Minimum Qualifications:

    • Bachelor's Degree in Accounting, Finance or related field
    • Ten years of progressively responsible experience in the finance or accounting field, with seven of those years being in government, transportation, or other relevant area;
    • Five years supervisory/management level experience in finance or accounting; or
      An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
    • Financial statement and budget preparation experience required.
    • Certified Public Accountants (CPA)
      Member of National Conference (AICPA) American Institute of Certified Public Accountants

    Preferred qualifications/experience with Sage MAS500 Accounting Software, Procurement software including OpenGov, ADP WorkforceNow, ExecuTime and Munis Enterprise Spreadsheets.
