    Summary

    This position is accountable for the planning, organizing and operation of the Maintenance of Equipment Department and all equipment maintenance activities consistent with Company demands for passenger cars, passenger locomotives and work engines for commuter services.  This includes all shop operations, shop equipment, field operations, car appearance, customer service, technical services and all related operational and administrative activities to ensure the effective utilization of all maintenance resources.

    Responsibilities

    Responsibilities may include but are not limited to:

    -Direct the development of strategic planning and long-range objectives for the schedule maintenance, unscheduled maintenance and life-cycle forecasts of all rolling stock, shop machinery, equipment and facilities to ensure the continued safety and efficiency of service and reliability of equipment on a long-range basis.
    -Contribute to the achievement of long-term strategic objectives through participating in the planning, organization, communication, and control of LIRR business activities.
    -Ensure close coordination and teamwork with all Transportation, Engineering, Stations, Security, Police, and Rail Vehicle Program departments, in order to minimize customer inconvenience during planned or unplanned service disruptions and projects.
    -Select, motivate and develop key staff members within the M of E Department to ensure management continuity and safety culture.
    -Responsible for continued implementation of the Corporate Employee Safety Policy.  Promote safe work practices and provide safe working conditions and continued support of close call safety program.
    -Ensure all Company policies are enforced, HR policies practiced and all labor contracts are administered properly with the Maintenance of Equipment Department.
    -Ensure compliance with governmental regulations (OSHA, EPA, FRA, FTA, EEO, etc.) and MTA requirements in accordance with LIRR objectives and policies.
    -Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
    -
    Perform other assignments as requested by Senior Management.

    Qualifications:

    • Bachelor’s Degree in Management, Mechanical Engineering, Electrical Engineering or Industrial Engineering and ten years of proven professional senior line management experience, or demonstrated equivalent experience.
    • Must possess extensive railroad operations experience, with a sound understanding of engineering, planning, preventive maintenance, and management concepts and principles.
    • Must possess excellent leadership and management skills.
    • Must be a competent, mature leader who will develop the capabilities of the department’s personnel.
    • Must be able to deal with corporate criticism regarding the maintenance of Company equipment.
    • Must possess superior communication, problem solving, analytical and judgment skills.
    • Must possess excellent long- and short-range planning skills.
    • Must be politically sensitive and possess the ability to effectively work with all departments Company wide, other MTA agencies and the public.
    • Must have demonstrated Safe working practices and environments to employees and customers.
    • Must possess technical knowledge in working with Positive Train Control, Closed Circuit Television, Dual 100MHz & 250MHz Car-borne Train Control Systems.
    • Must possess experience with new equipment development, production and acceptance. Also, equipment retirement processes.
    • Must possess experience with new machine shop equipment with a CNC control platform. Equipment spans wheel truing, wheel boring, metal machining and metal fabrication.
    • Must possess experience in working with Federal Railroad Administration, Federal Transportation Administration, American Public Transportation Association, EPA, OSHA and other state and local regulation authorities.
    • Must possess background in working with MU, DE, DM, Coach, Work Engines and other Rail-Borne Equipment.
    • Must possess background with non-revenue support equipment.
    • Must possess background to have worked with Maintenance Data Bases and Asset Management System.
    • Must possess background of managing a large workforce and with multiple Union crafts.
    • Job environment is 24/7/365 of maintenance and operations requirements.
    • Must possess background of budget experience in working with a large fleet and departmental staffing.
    • Must possess experience in providing briefings to SVPO, President, Chairman and Board Members on a variety of departmental topics when called upon.
    • Must possess experience in working and supporting a close call safety program.

    Other Information

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. Absence control violation(s) or more than ten sick days without medical documentation in two of last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
