Clinical Facilities Planning Manager manages professional services for assigned projects concerning design, construction, development, or installation of hospital buildings and facilities. Oversees all aspects of construction including progress, timing, costs and contracts. SUMMARY OF POSITION:
Responsible for the oversight and management of the planning, design, and construction of renovation and new construction capital projects for the Penn State Health (PSH) system including: the Milton S. Hershey Medical Center; St. Joseph’s Medical Center; Holy Spirit Medical Center, Hampden Medical Center; Lancaster Medical Center; other hospitals which become part of the health system; clinics (medical office buildings); and corporate office facilities. Aspects of this position include facility management, master planning, building and infrastructure design reviews, design and construction standard development, regulatory compliance, and construction project management. Responsible for the preparation of operational and capital plans and budgets. Provides subject matter expertise and functional oversight to develop and execute augmentation of in-house capacity through a selection of Project Management services.
Develops a team-oriented and innovative work atmosphere to support the organizational missions, goals and initiatives while improving efficiencies, reducing costs, meeting regulatory requirements and delivering high-quality facilities services with best practice and sustainability considerations. This position is expected to: represent Penn State Health for all aspects of hospital facility design and construction; demonstrate a high level of diplomacy in persuading and influencing a wide variety of people at various levels and locations to achieve results; develop and implement solutions to highly complex and often controversial problems; develop and articulate broad goals and objectives for the Facilities Department. This position provides functional oversight and coordinates closely with Facilities Leadership for all planning, design, and construction activities that occur on the Milton S. Hershey Medical Center campus. This position works through the PSH Vice President of Facilities to coordinate with the Penn State University College of Medicine Assistant Vice President of Facilities to accomplish planning, design and construction work in Penn State University-owned facilities on the Hershey campus.
MINIMUM QUALIFICATION(S):
Bachelor’s Degree in Architecture, Engineering, Construction Management, or related discipline required
Minimum ten (10) years progressively responsible experience in construction and facilities planning inclusive of a minimum of five (5) years supervisory experience required
Previous project management experience required
PREFERRED QUALIFICATION(S):
Master’s Degree preferred
ASHE Certified Healthcare Constructor (CHC) or ASHE Certified Healthcare Facilities Manager (CHFM) certification preferred
LEED Certification preferred
Previous experience in healthcare environment preferred
Professional Engineer or Registered Architect preferred
