The County of San Mateo Human Services Agency (HSA) is seeking qualified applicants for the position of Overpayments and Collections Supervisor, specifically in the Financial Services Branch’s Overpayments and Collections Unit located at 1 Davis Dr., Belmont, CA.
In general, the Overpayments and Collections Supervisor:
The Overpayments and Collections Supervisor will supervise professional, technical and support staff and activities relating to welfare benefit overpayments, over-issuances, and debt recovery and collections for welfare benefits and programs in the Human Services Agency; oversee the enforcement of legal requirements for repayments, liens, writs, small claims, and other legal communications between external entities with County Counsel direction; plan and coordinate program and administrative services, develop and implement program and administrative goals and ensure compliance with Agency policies and procedures.
Supervises Overpayments and Collections Analysts and support staff who are responsible for validating and reviewing overpayment referrals and calculations for CalFresh, CalWORKs, and General Assistance programs; reviewing Integrated Fraud Detection abstracts; performing some collection activities; representing the County in Court and Fair Hearing cases related to overpayment calculation.-
Plans, assigns, reviews and supervises the work of assigned staff; trains staff in work procedures and ensures the professional development of staff; develops individual and team performance.

Monitors timely and accurate processing of abstracts, referrals and other staff duties; identifies problems and recommend corrective action.

Completes and reviews claims for tax intercept and provide guidance on collection activities for public assistance overpayment claims.

Trains staff in County policies and procedures and federal laws, rules and regulations; prepares and conducts in-service training for staff to ensure currency with changing policies and rules; ensures compliance with Agency policies and procedures and with contractual obligations.

Supports, assists, and guides workers in difficult situations, including contacts with clients.

Utilizes innovative and creative methods to supervise and motivate staff.

The Overpayments and Collections Supervisor oversees a highly specialized functional area requiring a thorough knowledge of eligibility policies, procedures and regulations for all public assistance programs and perform, audit and eligibility re-calculations for validation, and determinations for all assistance programs. Incumbent will work in the Overpayments and Collections unit within the Human Services Agency and oversee activities associated with the overpayments, over-issuances, and early detection of fraud in the application and receipt of public assistance benefits as well as recoupments and collections of overpayments and over-issuances. Assist in overseeing the enforcement of legal requirements for repayments, liens, writs, small claims, and other legal communications between external entities with County Counsel direction. Plan and coordinate program and administrative services, assist with developing and implementing program and administrative goals and ensure compliance with Agency policies and procedures and is frequently called upon for depth and breadth of program knowledge.
The Overpayments and Collections Supervisor position supervises a unit of Overpayments and Collections Analysts. The position oversees the following activities: implementation of a new statewide welfare system, CalSAWS, that will migrate from CalWIN and VACS systems, as it relates to overpayments and collections, benefit issuances, and collections; reconciling trust funds; tax Intercept; IEVS, overpayments establishment; and other collections activities including assisting with coordination of oversight over cash, credit and bank transactions as they relate to collection activities. The position also oversees several local data systems including Web-based Overpayment Tracking System (WOTS), and Ventura Automated Collections System (VACS). The position reviews and analyzes All County Letters (ACLs) and County Fiscal Letters (CFLs) to determine policy and operational impacts for overpayment and collections functional operations implementation.
Strong writing, editing, and analytical skills are critical. As much of the work may involve reviewing the work of others, superior interpersonal and presentation skills are required. The successful candidate will have experience working with a wide variety of stakeholders within the County, the Department, and be expected to network with Statewide stakeholders in relevant areas.
The candidate will be a self-motivated, highly analytical, and strategic thinker with the ability to solve business problems and deliver
insights that enable timely and effective operational decision-making. The position works with cross-functional teams of the organization to coordinate the development, execution, and monitoring of programmatic, administrative, facility, and technological areas.
The Supervisor will assist the unit Manager to direct and participate in the analysis of a wide variety of moderate to complex administrative problems and make effective recommendations. They will also supervise, evaluate and train assigned personnel and might be asked to perform complex mathematical and statistical calculations accurately. The Supervisor will analyze programmatic requirements for planning and potential process improvements, as applicable.
