Overpayments and Collections Supervisor (Open and Promotional)

  • The County of San Mateo Human Services Agency (HSA) is seeking qualified applicants for the position of Overpayments and Collections Supervisor, specifically in the Financial Services Branch’s Overpayments and Collections Unit located at 1 Davis Dr., Belmont, CA.

    In general, the Overpayments and Collections Supervisor:

    The Overpayments and Collections Supervisor will supervise professional, technical and support staff and activities relating to welfare benefit overpayments, over-issuances, and debt recovery and collections for welfare benefits and programs in the Human Services Agency; oversee the enforcement of legal requirements for repayments, liens, writs, small claims, and other legal communications between external entities with County Counsel direction; plan and coordinate program and administrative services, develop and implement program and administrative goals and ensure compliance with Agency policies and procedures.


    • Supervises Overpayments and Collections Analysts and support staff who are responsible for validating and reviewing overpayment referrals and calculations for CalFresh, CalWORKs, and General Assistance programs; reviewing Integrated Fraud Detection abstracts; performing some collection activities; representing the County in Court and Fair Hearing cases related to overpayment calculation.
    • Plans, assigns, reviews and supervises the work of assigned staff; trains staff in work procedures and ensures the professional development of staff; develops individual and team performance.
    • Monitors timely and accurate processing of abstracts, referrals and other staff duties; identifies problems and recommend corrective action.
    • Completes and reviews claims for tax intercept and provide guidance on collection activities for public assistance overpayment claims.
    • Trains staff in County policies and procedures and federal laws, rules and regulations; prepares and conducts in-service training for staff to ensure currency with changing policies and rules; ensures compliance with Agency policies and procedures and with contractual obligations.
    • Supports, assists, and guides workers in difficult situations, including contacts with clients.
    • Utilizes innovative and creative methods to supervise and motivate staff.
    • Ensures compliance with program regulations and Agency policies and procedures.
    • Foresees and implements change.
    • Supports and participates in system projects related to the Overpayments and Collections Unit.
    • Collaborates with other County departments with the overpayment collection activities; represents the Agency and maintain liaison with the State, contractors, other organizations, and the public.
    • Develops and implements program and/or administrative goals for assigned functions; develops and monitors budgets.
    • Promotes the Human Services Agency values.
    • Performs related duties as assigned.
    Currently, there are two vacancies in the Financial Services branch’s Overpayments and Collections Unit.

    The ideal candidate will possess:

    The Overpayments and Collections Supervisor oversees a highly specialized functional area requiring a thorough knowledge of eligibility policies, procedures and regulations for all public assistance programs and perform, audit and eligibility re-calculations for validation, and determinations for all assistance programs. Incumbent will work in the Overpayments and Collections unit within the Human Services Agency and oversee activities associated with the overpayments, over-issuances, and early detection of fraud in the application and receipt of public assistance benefits as well as recoupments and collections of overpayments and over-issuances. Assist in overseeing the enforcement of legal requirements for repayments, liens, writs, small claims, and other legal communications between external entities with County Counsel direction. Plan and coordinate program and administrative services, assist with developing and implementing program and administrative goals and ensure compliance with Agency policies and procedures and is frequently called upon for depth and breadth of program knowledge.

    The Overpayments and Collections Supervisor position supervises a unit of Overpayments and Collections Analysts. The position oversees the following activities: implementation of a new statewide welfare system, CalSAWS, that will migrate from CalWIN and VACS systems, as it relates to overpayments and collections, benefit issuances, and collections; reconciling trust funds; tax Intercept; IEVS, overpayments establishment; and other collections activities including assisting with coordination of oversight over cash, credit and bank transactions as they relate to collection activities. The position also oversees several local data systems including Web-based Overpayment Tracking System (WOTS), and Ventura Automated Collections System (VACS). The position reviews and analyzes All County Letters (ACLs) and County Fiscal Letters (CFLs) to determine policy and operational impacts for overpayment and collections functional operations implementation.

    Strong writing, editing, and analytical skills are critical. As much of the work may involve reviewing the work of others, superior interpersonal and presentation skills are required. The successful candidate will have experience working with a wide variety of stakeholders within the County, the Department, and be expected to network with Statewide stakeholders in relevant areas.

    The candidate will be a self-motivated, highly analytical, and strategic thinker with the ability to solve business problems and deliver insights that enable timely and effective operational decision-making. The position works with cross-functional teams of the organization to coordinate the development, execution, and monitoring of programmatic, administrative, facility, and technological areas.

    The Supervisor will assist the unit Manager to direct and participate in the analysis of a wide variety of moderate to complex administrative problems and make effective recommendations. They will also supervise, evaluate and train assigned personnel and might be asked to perform complex mathematical and statistical calculations accurately. The Supervisor will analyze programmatic requirements for planning and potential process improvements, as applicable.

    Examples Of Duties

    Duties may include, but are not limited to, the following:


    • Plan, assign, review and supervise the work of Overpayments and Collections staff; train staff in work procedures and ensure the professional development of staff; develop individual and team performance.
    • Evaluate employee performance, counsel employees and effectively recommend initial corrective action and other personnel decisions.
    • Train staff in County policies and procedures and federal laws, rules and regulations; prepare and conduct in-service training for staff to ensure currency with changing policies and rules; ensure compliance with Agency policies and procedures and with contractual obligations.
    • Organize, manage and monitor overpayment and over-issuances cases and maintain accurate revenue and collection files, records and statistics; write and interpret reports.
    • Support, assist and guide staff in performing the most difficult and/or specialized assignments in eligibility determination, including reviews and audits, legal enforcement and collections, quality control, court case support and appearances, or for providing lead direction and training to Eligibility staff on overpayments, over-issuances, debt collection and contact with distraught customers.
    • Prepare or assist in the preparation of program and departmental policies and procedures; and identify issues and problems and propose solutions for overpayments, over-issuances, and debt collections.
    • Serve as a resource and subject matter expert to employees, outside agencies, and clients on public assistance program overpayments, over-issuances, debt collections, policies and procedures for San Mateo County Human Services Agency.
    • Plan, organize, coordinate and direct the work of assigned administrative and/or service programs; train and evaluate staff performance.
    • Develop and implement program and/or administrative goals for the Overpayments and Collections unit; develop and monitor budgets.
    • Monitor quality of work, identify problems and recommend corrective action.
    • Foresee and implement change relating to standards and best practices for welfare benefit overpayments, over-issuances, and debt collection activities.
    • Appear in Court and provide knowledge expertise on Fraud Investigation and Fair Hearings cases as necessary.
    • Represent the Agency and maintain liaison with the State, contractors, elected and appointed officials and other organizations.
    • Coordinate Overpayment and Collection functions with other County staff, external organizations and contractors.
    • Collect and analyze information, draw sound conclusions and prepare effective recommendations; prepare a variety of special and periodic reports.
    • Work with Financial Staff to oversee the payments for all credit card and cash receipts for deposit to the Treasurer’s Office.
    • Perform related duties as assigned.

    Qualifications

    Knowledge of:
    • Standards and practices of employee supervision and training.
    • Standards and practices of public administration and management.
    • Standards and practices of Overpayments and Collections, including Tax Intercept and Wage Garnishments.
    • Standards and practices of contract development, negotiation and monitoring.
    • Standards, practices and techniques of administrative and programmatic research and analysis.
    • Principles, procedures and techniques of collections and credit investigation work, including sources of information available in skip-tracing and collection.
    • Reconciliation for Federal Interim Assistance Reimbursements (IAR) and County reconciliation.
    • Laws, regulations, ordinances and codes related to the legal collection of debts, probate, seizure of property, real property transactions and bankruptcy.
    • De-escalation techniques with difficult situations and clients.
    • Functions of public social services and agencies and the interrelationships of the various disciplines in the human services field.
    • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines related to the program area.
    • Computer applications related to the work.
    • Office administrative practices and procedures, including records management and the operation of standard office equipment.
    • Standards of human dynamics as related to client services.
    • Standards of engaging community and other partners in the provision of social services.

    Skill/Ability to:

    • Administer and coordinate welfare benefit overpayments, over-issuances, and debt collections activities; coordinate individual and group efforts.

    • Maintain thorough and up-to-date knowledge of Federal, State and County rules, regulations, policies and procedures related to eligibility for public assistance programs.
    • Understand and ensure adherence to collection and recoupment provisions and procedures.
    • Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.
    • Supervise the development and evaluation of proposals and negotiation of contracts and agreements.
    • Develop, monitor and analyze budgets and program performance.
    • Supervise administrative and programmatic research and analysis.
    • Analyze, interpret and apply various welfare regulations and requirements.
    • Analyze information and situations and use sound independent judgement to make decisions and determine appropriate courses of action.
    • Deal tactfully and effectively with a variety of individuals who may be emotional, hostile or irate.
    • Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.
    • Communicate effectively orally and in writing with people of diverse backgrounds and cultures.

    Education and Experience:
    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

    Experience: Three years of professional level administrative or programmatic experience in a human services or related program performing public assistance eligibility work in a welfare department or related field.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
