Job Summary
The Vice President of Human Resources (VPHR) is the lead Human Resources Officer. The VPHR is responsible for leading the strategic direction of the Human Resources Department in alignment with the College’s strategic plan. The vice president is responsible for recommending, enforcing, and evaluating legally compliant human resources policies, and administrative procedures. Central to this position is to model the College’s core values of Learner-Centered Community, Mutual Respect, Excellence, Diversity, Collaboration, Innovation, and Public Trust.
Responsibilities include but are not limited to, employee relations, collective bargaining and labor relations, total rewards including administration of appropriate compensation and health and wellness plans, talent acquisition, and performance management. Ensure compliance in the interpretation of laws and regulations and advise the college’s administration, faculty and staff on regulations, policies and procedures.
Essential Duties and Responsibilities include the following. Related duties may be assigned.
- Ensures confidentiality and discretion in all personnel matters.
- Leads college actions to embrace diversity in hiring and retention practices by creating a welcoming and accepting climate.
- Designs, develops and implements strategies and operational plans for the recruitment of talent to meet the operational needs of the College.
- Leads the development and implementation of staff development. Assesses skill, competency and results gained as an outcome of participation in College professional development programs.
- Recommends the selection of and coordination of third-party administrator for health insurance, life insurance carriers, stop-loss insurance, and other employee benefits.
- Prepares collective bargaining strategies, participates in negotiations as assigned, provides interpretation of, and monitors the effective administration of collective bargaining contracts.
- Investigates and makes recommendations concerning employee grievances and complaints, and on violations of employee policy and/or procedure. Arranges mediation for employee conflict resolution.
- Responsible for the implementation of the College’s performance management evaluation system.
- Oversees ADA and EEO compliance of staff and faculty; may serve as Chief ADA and EEO compliance officer.
- Ensures the development and currency of college policies and procedures.
- Responsible for timely and accurate mandated employee-related reporting, including state, federal and college reports to the President, Leadership Team and Board of Trustees.
- Directs and coordinates all Human Resources Department record keeping activities in accordance with law. Oversees the maintenance, accuracy, and appropriate use of personnel records and confidential information.
- Ensures the College’s compliance with Federal and State mandated labor relation laws.
- Prepares, administers, and monitors budget to support the Human Resources Department needs of the College.
- Oversees the development and successful implementation of financial plans, strategic plans, and performance management reporting for areas supervised.
- Manages all personnel functions for assigned areas, including but not limited to: hiring, evaluating, developing, training, retention and dismissal of staff.
- Reviews the functional organization of supervised areas to promote optimal services and operational efficiency.
- Serves on appropriate college committees.
- Using tact and courtesy, establishes and maintains effective relationships with persons contacted in the course of work.

Minimum Qualifications
A Master’s Degree in Human Resources Management, Business, or related field. Minimum of seven years’ experience in labor relations, recruiting, compensation, training and development, benefits administration, and policy development and implementation.
- Minimum of five years’ of supervisory experience.
- Proven record as a leader and manager who can provide strategic and creative direction while balancing the resources and funding requirements necessary to achieve strategic goals.
- Proven ability to effectively and accurately communicate complex concepts and information to general audience orally and in writing.
- Knowledge of and experience complying with various federal and state laws such as ADA, FMLA, NLRA, Title VII, and Title IX.
- Hands-on experience with various office computer applications and database management.
Experience with Human Resources Information Systems (HRIS) supporting end-to-end employee management, and understanding of how HRIS integrates with broader Enterprise Resource Planning (ERP) systems.
Preferred Qualifications
- Three to five years of experience working at a community college with demonstrated commitment to serving a diverse student and employee population, embracing a culture of diversity, equity, inclusion, and sense of belonging.
- Collective bargaining experience as part of the negotiations team and/or interpreting and enforcing language within a union contract.
- Human Resources certification such as SHRM-SCP or SPHR.
