The State of New Hampshire, Department of Health and Human Services, Bureau of Emergency Preparedness, Response, and Recovery has a full time vacancy for Program, Communications, and Training Coordinator.
SUMMARY:
Responsible for managing the NH Health Alert Network (HAN). Develops and modifies work flow procedures and protocols; maintains the database of enrollees; works with vendors to analyze and resolve technical issues and provides training to system users. Provides program support and coordinates training and exercises for the Division’s public health emergency preparedness program.
RESPONSIBILITIES:
Serves as lead administrator for the NH Health Alert Network. Researches, develops, and implements policies, procedures, and protocols for the operation of the HAN system, including identifying groups of recipients that receive different levels of public health alerts, importation of recipient lists, updating recipient information, managing user accounts, and the training of system users to send health alert messages. Interprets data and information for use in planning and development of program policy and procedures.
Coordinates a group of system sub-administrators to ensure consistency in the implementation of the HAN system and 24/7/365 availability to issue HAN messages in the event of an emergency.
Evaluates needs and available resources for education and training among the Division’s public health emergency preparedness, staff in agencies contracted for emergency planning and response, and other external partners.
Conducts communications drills to ensure compliance with federal performance measures. Supports activation of the DPHS Incident Management Team in response to real events.
Analyzes needs and available resources for education and training among the DHHS public health emergency preparedness workforce, staff in agencies contracted for emergency planning and response, and other external partners. Analyzes existing policies and procedures in order to recommend effective changes.
Coordinates with Division staff and external entities to conceive, plan, and implement training programs targeted to Division staff, contractors, and other external partners.
Manages the public health emergency preparedness component of the State’s learning management system. Consults with other DHHS staff to ensure the system is implemented in a coordinated manner. Provides formal presentations and technical assistance to learning management system users and agencies contracted to provide training services; ensures policies and procedures are followed.
Prepares written documentation and presentations for federal and state progress reports, develops contract documents, and performs evaluation of the systems/vendors.
Attends professional conferences, meetings and trainings as requested by supervisor.
MINIMUM QUALIFICATIONS:

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Education: Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years professional or paraprofessional experience with responsibility for managing databases, coordinating training and education programs, public health program support and/or coordination, emergency management, or program planning. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Eligibility for NH driver’s license and/or access to transportation for statewide travel.
Preferred qualifications: Experience with Microsoft Office products preferred. Experience preferred in coordinating training programs and/or emergency exercises.
SPECIAL REQUIREMENTS:
Experience Working With Information Technology Systems Is Required.
