Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Position Description

    Assists the Community Manager with the general administration of the property and performs related management functions with the daily operations of an apartment community. Cross trained on Community Manager functions and acts in that capacity in the Manager’s absence. Assists with responsibility of maintaining the physical asset and the performance of the property, to achieve the highest possible net operating income. Monitors regulatory compliance and company policies and procedures related to property management.

    The pay range for this position is $21.60 - $28.80/hr based upon factors including but not limited to related experience and time in the industry.

    Responsibilities:

    • Supports and ensures timely input, proper use and full utilization of on-site PC-based property management software systems including assistance in training of new associates and ongoing training of existing property staff.
    • Assists in the management of efficient operation of the property consistent with company polices.
    • Maintains a working knowledge of all maintenance programs to ensure the proper and efficient operation of systems, preventive maintenance programs, housekeeping functions, and responses to resident maintenance requests.
    • Maintains working knowledge of leasing policies and procedures and performs functions related to leasing and lease renewal. Ensures effective and appropriate implementation in accordance with Main Office and Fair Housing policies and procedures.
    • Prepares service orders when residents call and distributes to appropriate associates for completion.
    • Collects rent from residents, verifies amount paid, accounts for discrepancies, deposit rent checks, sends verifying information to Main Office and follows up on any delinquent rents, initiating eviction procedures as necessary.
    • Meets with prospective residents, identifies their housing needs, interviews them to determine eligibility based on established criteria, shows vacant and model suites and property amenities based on established techniques specified by the company.
    • Quotes established rental rates and promotions.
    • Makes follow-up calls, sends follow-up literature and pursues rental status.
    •  Collects funds related to applications, security deposits and rentals.
    • Maintains a working knowledge of company policies, applicable local, state, and Federal laws and regulations, affordable housing programs, and other applicable policies and procedures. Depending on property needs, ensures all affordable housing program requirements and applicable HUD/Agency regulations are monitored and in full compliance with regulatory agreements and agencies, including waiting list, certifications, recertifications, and other reporting requirements.
    • Ensures compliance of property associates.

    Requirements:

    • High School Diploma or GED required.
    • Associate's Degree or related preferred.
    • 1-2 years experience with property management functions such as leasing, bookkeeping, and operations required.
    • 1-2 years experience with Section 8/HPD preferred.
    • Advanced Time Management skills required.
    • Record Keeping skills required. 
    • Detail-Oriented skills required.
    • Accountability skills required.
