    Background

    World Council of Credit Unions is a membership association as well as an international development organization that works to advance financial inclusion through the credit union and cooperative model. We have country field offices where we are directly implementing projects with fintechs, credit unions and other ecosystem partners. Our global credit union network is made up of 80,000 institutions serving over 400 million members in more than 100 countries.

    Location

    Guatemala, Kenya and Senegal, with additional global scope as applicable.

    Summary

    WOCCU is seeking a multi-year master services agreement to provide HR Compensation and Benefits services on as-needed basis to develop local compensation plan philosophy and implementing strategy. As per the applicable labor laws, with an initial focus on Kenya, Guatemala, and Senegal.

    Scope of Work (SOW)

    The selected consultancy firm will work with WOCCU HR Director and International Projects team to assess its goals and recommend appropriate methodologies for local compensation plan compensation and salary scale design for three countries Kenya, Guatemala, Senegal, and we may require additional countries services on an as needed basis for new business development opportunities and future projects.

    HR Compensation and Benefits Survey services anticipated in areas to include but are not limited to:

    Recommend Local Compensation plan policy, guidelines, and procedures for administration, including how the plan can be adjusted for the cost of living and how employees advance through salary ranges.

    Provide a comprehensive, valid, and reliable job analysis/evaluation of job class to form grade structure. The job evaluations ensure the pay structures have internal and external equity, relative worth (equal pay for equal work), and are inherently non-discriminatory. The evaluation method should seek to systematically analyze the duties, responsibilities, specifications, and content of each job.

    Support development of local compensation plan, salary scale design, benefits, allowances as per applicable local labor laws. Develop a local compensation strategy with a competitive position and present benchmarking findings in the local market to comparable employees within the same geographic area and donor funded projects.

    Develop recommendations for compensation increases tied to performance and future salary, benefits, mobility, and other allowances to develop total compensation as per applicable country labor laws.

    Provide training, tools, resources, and documentation for the WOCCU Staff to independently maintain the system post-implementation. Develop a compensation strategy with a competitive position in the local market to comparable employers within the same geographic area and industry.

    Deliverables

    HR Compensation and Benefits services to develop local compensation plans which includes salary scale design, benefits, allowances for Guatemala, Kenya and Senegal as per local applicable laws.

    Period of Performance

    The services agreement will be eligible for up to 12 months, with potential for annual renewal.

    Qualifications

    Interested firms should be able to express the following through their proposal:

    • Past Experience with USAID Implementing Partners, multi-year donor-funded projects in Guatemala, Kenya and Burkina Faso.
    • Experience in developing local compensation plan for INGOs donor funded projects funded, especially USAID.
    • Minimum 10 years of experience in HR compensation and benefits services.
    • List the countries where you have ability to analyze and advise on HR compensation and benefits as per applicable country local labor laws.

    Selection Criteria

    This solicitation is open to established firms or agencies. All bidders should anticipate providing proof of capacity for this scope of work – an ability to provide quality sample work products to meet the scope of work technical requirements.

    Submission Requirements

    Qualified firms or agencies must submit the following information in English. Only applications addressing all SOW requirements and qualifications will be considered complete for review:

    • Summary detailing relevant work experience and portfolio of clients served.
    • Proposal with as per applicable country cost and relevant add on services. WOCCU will assume that the cost of materials is included within the proposed rate.
    • List the countries where you have ability to analyze and advise on HR compensation and benefits as per applicable country local labor laws.
    • Business registration and/or list of credential memberships with INGOs.

    Should an application be selected for consideration, WOCCU will request contact information for 2-3 references.
