    Major duties for this position include but are not limited to the following:

    • Prepares reports and leads lower grade analysts on the performance of the Regional Offices execution of program, resource utilization, results, problems and corrective action needed to be taken. These reports provide analyses of data collected either from OFCCP's management information system, information supplied directly by the Regions or from source documents such as conciliation agreements and case files.
    • Maintains information on current and historical data regarding program accomplishments.
    • Conducts special studies and presents findings for the Branch Chief, or Division Director on a variety of issues related to the possible impact of events on the operating plans or agency management plans of OFCCP.
    • Participates in technical assistance visits to field operations; may participate on complex compliance review and complaint investigations or those having cross regional ramifications. Assists in reviews or investigations as necessary, when the Director assumes jurisdiction for a complaint or a review.
    • Evaluates field unit management and compliance with OFCCP program direction as to policy and regulations.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service or private sector.

    Applicants must have all of the following specialized experience criteria:

    • Experience providing analysis of collected performance management data from internal and external sources.
    • Experience providing guidance to ensure compliance and regulatory requirements are met.
    • Experience conducting analytical evaluations and qualitative analyses for the enhancement of performance management program goals and initiatives.
    • Applying proficient level experience in Excel including formulas, functions, and the use of pivot tables; AND demonstrating the ability to perform database queries.

    Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

    Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.

    Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
