    The City of Fayetteville is currently recruiting for a Compliance Manager/Civil Rights Program Analyst to perform a variety of professional duties in support of the Transit Department, including disadvantaged business enterprise administration in the role of the Disadvantaged Business Enterprise Liaison Officer (DBELO); Title VI program coordinator, to ensure nondiscrimination in FAST programs, activities and services; provides information and assistance to employees, contractors, and the general public on policies and procedures in program areas. This position performs educational outreach within the community, Transit marketing and advertising, and other related duties.
    1. Maintain current plans and programs for Title VI, Limited English Proficiency (LEP), Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE) and environmental justice requirements, to include mandatory updates.
    2. As the City's DBELO for the Transit Department, develop, coordinate, publish, monitor and maintain the DBE program to ensure the City complies with all provisions of 49 CFR Part 26.
    3. Identify contracts and procurements so that DBE goals are included in solicitations (both race neutral and race conscious) in accordance with the approved DBE program, review third party contracts and purchase requisitions for compliance with the DBE program.
    4. Coordinate with the City's Purchasing Division to monitor contracts and process payments to ensure DBE and SBE compliance; investigate and respond to DBE related complaints; report violations and make recommendations for corrective action.
    5. Analyze the City's progress toward DBE goal attainment and advise Transit, the City Manager and City Council on DBE matters.
    6. Develop and maintain contract award database; prepare charts and reports summarizing DBE statistics; meet Federal and departmental DBE reporting requirements.
    7. Participate in pre-bid meetings, determine contractor compliance and good faith efforts, provide assistance to DBEs, and provide outreach to DBEs and community organizations to advise them of contracting opportunities.
    8. Provide guidance to staff to ensure nondiscrimination and participation of all people in Transit programs, activities and services in accordance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987.
    9. Review, record and process Title VI complaints and assist in resolving deficiencies.
    10. Conduct periodic Title VI and environmental justice reviews of Transit programs and activities and assist staff with correction of problems, practices and policies.
    11. Coordinate with the City's Human Relations Department (designated Equal Employment Opportunity Officer) for compliance, reporting and updates to the EEO program.
    12. Develop and present departmental Equal Employment Opportunity training programs including sessions on lawful selection procedures, prohibited conduct, Americans with Disabilities Act, and new hire orientations; research and evaluate training options and materials; interpret departmental policies and procedures.
    13. Compile and analyze data on hiring, separations and promotions; participate in recruitment activities; maintain computer reports for employee tracking activities; prepare reports for management as needed.
    14. Compile and prepare monthly operating statistical reports for federal and state authorities; compose, prepare, review and distribute a variety of correspondence, reports and documentation; maintain and update various records and files.
    15. Provide information and general assistance to executive staff, other departments, and the public regarding Civil Rights Program policies and procedures.
    16. Respond to public inquiries in a courteous manner; provide information within the area of assignment in an efficient and timely manner.

    Experience:  
    Four years increasingly responsible experience in public administration, business administration, transportation administration, planning or a related field. Experience with federal, state and/or local requirements regarding DBE, SBE, Title VI and EEO is preferred.
     

    Training: 
    Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, planning, marketing or a related field.
