Compliance Director (Banking) manages operations to identify and respond to suspicious activity violating current anti-money laundering (AML) regulations as defined in the US Bank Secrecy Act (BSA) or other governmental anti-terrorist financing programs. Implements oversight systems, interdiction software, and audit processes to perform daily transaction monitoring and identify suspicious activity patterns. Being a Compliance Director (Banking) monitors activity and ensures adherence to Know your Customer (KYC) protocols and regulatory requirements for required filings and reporting. Leads investigations of suspicious activity to pursue corrective actions and ensure completion of required filings. Additionally, Compliance Director (Banking) maintains extensive knowledge of financial regulations, risk management best practices, and changing fraudulent trends to develop and implement appropriate compliance procedures. Delivers compliance training with up-to-date regulatory information and procedures to develop and guide well-informed staff. Typically requires a bachelor's degree. May have the Certified Anti Money Laundering Specialist (CAMS) certification. Typically reports to a director. The Compliance Director (Banking) typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compliance Director (Banking) typically requires 3+ years of managerial experience.     POSITION SUMMARY: 

    The Regional Compliance Director works in cooperation with the Executive Director on company initiatives and works with Program Directors to ensure compliance with all Federal, State and local licensing requirements and Rite of Passage policies and procedures. Under the direction of the Program Directors, this position is involved in activities designed to measure and improve the accuracy and effectiveness of the processes and exercises considerable independent judgment to adapt and apply the guidelines to specific situations. The work requires knowledge of compliance related requirements for licensing and contract compliance purposes, knowledge of the policies, procedures, and regulations of quality control work; continues quality improvement; systems development, and operational policies and procedures. The position directly supervises Compliance Coordinators and functionally supervises all training and compliance positions in the Northeastern Region.

    ESSENTIAL FUNCTIONS:

    • Responsible for the Continuous Quality Improvement (CQI) process and analysis in assigned
    • Analyzes CQI reports from ROP programs and services and provides critical feedback. Reviews monthly site CQI reports, maintains the data for each ROP site, and reviews the data with the National Compliance Director on a monthly
    • Champions CQI efforts and establishes an effective Continuous Quality Management
    • Serves as the primary quality control resource for problem identification, resolution, and  continuous
    • Participates in the annual QA processes in assigned region and participates in annual QA processes in other regions as
    • Assists in the development of CQI and compliance policies and forms for each ROP program upon
    • Responsible for supporting the maintenance of program licensure (i.e. DOJ, DJS, DSS, DHS, CCL, Parole/ Probation, Department of Education, Human Resources, etc.), including leading licensing audit preparation activities, supporting on-site licensing audits, drafting and reviewing responses to licensing findings and maintaining a master file according to each ROP site regarding all licensing requirements applicable  to  each location, department and licensing
    • Interprets and disseminates information on regulatory matters. Works with each Program Director/ Manager within ROP as
    • Performs onsite policy and procedure and contract compliance inspections as
    • Support program compliance with Federal Medicaid regulations, as applicable
    • Provide staff training to new facility compliance managers or persons responsible for facility compliance.
    • Consults with the ROP site Program Directors and site compliance managers in terms of addressing deficiencies and/or making appropriate
    • Works as a member of the ROP Quality Improvement self-directed work team. Duties include developing, reviewing, submitting, and training others on company policy and
    • Identifies potential areas of compliance vulnerability and risk throughout the assigned
    • Institutes and maintains an effective continuous quality assurance communication program for all sites including promoting heightened awareness of Standards of Conduct and understanding of new and existing compliance issues and related policies and
    • Performs duties associated with program start-up at new ROP locations to ensure compliance in all areas are met prior to opening. Additional time may be required following the opening through participation in Technical Assistance Teams to ensure operations run smoothly. This may require the position to spend considerable time at each
    • Serves as the CARF key survey contact for all CARF-accredited programs in the assigned
    • Leads CARF accreditation and maintenance activities at all CARF-accredited programs in the assigned region.
    • Serves as the Corporate PREA compliance coordinator for the
    • Responsible for development, implementation and oversight of PREA compliance (PREA standard 115.311) at assigned locations.
    • Maintains a database on all PREA incidents at assigned locations that complies with auditing
    • Identifies and assists in PREA training for ROP
    • Supports National School Lunch Program compliance activities in collaboration with the National Food Services
    • Completes required paperwork, reports and documentation in a timely manner, provides management with required reports and advises of any problematic situations.
    • Assists with and presents proposals to correct identified deficiencies and quality improvement efforts.
    • Commits to attending all training and staff development classes in order to ensure sufficient hours of training are completed for this position and any supervised positions on an annual basis. Notifies the supervisor if annual training hours are deficient.

    MARGINAL FUNCTIONS:

    • Performs Administrator on Duty (AOD) responsibilities as
    • Participates in Site, Region and/or Company community events as required.

    MINIMUM QUALIFICATIONS:

    • Possess a  BA/BS  in Criminal Justice, Psychology, Counseling, Social Work or Education and three years   of related experience. Candidates with a BA/BS in closely related field plus a minimum of four years of related experience may be considered. Master’s Degree

    Continuous  Quality  Improvement  (CQI):   The   position   works   jointly   with   Rite   of  Passage   site Program   Directors   to   ensure   compliance   with   all    Federal,    State    and    local    Licensing requirements and Rite of Passage policies and procedures. This position is involved in  activities  designed  to measure and improve the accuracy and effectiveness of the processes used for services and the delivery of care for youth. The employee works within general methods and procedures and  exercises  considerable  independent judgment  to adapt and apply the guidelines to specific situations.   The work requires knowledge of the policies, procedures,    and regulations, of quality control work; continuous quality improvement; supervisory techniques; personnel; operational policies and procedures; and knowledge of compliance-related requirements for licensing purposes.

    Accreditations: Responsible for accrediting and sustaining the accreditation environment at ROP programs.

    PREA: Ensuring that Safe Environment  Standards  are  being  followed  throughout the company and responsible for all aspects of PREA implementation and compliance. This position may supervise the Site PREA Managers.

    Start-up: Responsible  for  assisting  with start-up duties at  new ROP programs  as  assigned.  Length  of duration at the designated program is determined by the supervisor.

    Focus Areas: Responsible for one of the following focus areas and serve as the agency subject matter expert in: PREA, Accreditation, ORR, Medicaid, CQI Essentials, SES Essentials and/or ExCom Compliance Reports.

    This position directly reports to the National Director of Compliance.
