Compliance Monitoring Supervisor (Pretreatment)

  • Depending on the assigned area of responsibility, either Laboratory or Pretreatment, this position is involved in training, planning, and directing Compliance Monitoring or Laboratory Technicians. This position performs basic as well as complex laboratory analysis and field tests. Enforces and upholds the City's ordinances and state regulations. This position assists in the revisions of quality assurance plans and the City's ordinance. Works with state representatives to ensure pretreatment program compliance or laboratory certifications. This position involves budget planning and compiling monthly operational information. This position exercises independent judgment out in the field as well as in the laboratory. Report to the Department Director or Designee.ESSENTIAL DUTIES AND RESPONSIBILITIES Laboratory 1. Supervisory: Supervises the work of subordinate staff by scheduling, assigning, and reviewing work, providing training and counseling, and evaluating performance of Laboratory Technicians. Specific attention is given to laboratory quality assurance and quality control. Assists in administering the quality assurance/quality control program as necessary for the maintenance of FDOH Laboratory Certification. Monitors analytical services provided by contract laboratories. Ensures the Quality Management System is implemented and adhered to at all times by all laboratory staff. Maintains inventory control for reagents and operating supplies. Assists in training and cross training of personnel. Communicates clearly and professionally when dealing with employees, city officials, and the public. 2. Technical: Ensures all testing methods and Standard Operating Procedures (SOPs) comply with TNI-approved Standards. Ensures the Quality Manual is revised as per the most recent FDOH adopted TNI Standard and requirements. Assists in administering the Laboratory Information Management System (LIMS). Ensures that the laboratory maintains FDOH accreditation for the test methods performed in the laboratory. Performs audits on Quality Control of data produced in the laboratory. Performs root cause analysis as part of the Corrective Action process. Monitors Corrective Actions. Performs quality control QA/QC samples monthly and annually. Performs analyses on Proficiency Testing studies as required to maintain lab certification. Plans and participates in Ethics and Data Integrity Training. Performs bacteriological analysis in the lab. Helps prepare chemical solutions and reagents and maintains an inventory of laboratory supplies. Calibrates instruments following established procedures. Keeps detailed and accurate records of analytical activities. 3. Inspections/Sampling: Required to travel to various locations. Plans sampling activities to ensure all required analyses are done on time and all samples are completed on time. Plans QA/QC and method validations before sample testing is done to ensure that defensible and good-quality data is produced in the lab. Collects water samples from distribution sites, treatment plants, and wells, as scheduled or needed. 4. Customer Service: Communicate with operational staff at the water and wastewater treatment plants regarding sampling and laboratory results for compliance with state regulations. Handles customer and residential water-related complaints. Helps prepare monthly reports for submission to regulatory agencies. Perform any other related duties as required or assigned. Pretreatment 1. Supervisory: Supervises the work of subordinate staff by scheduling, assigning, and reviewing work, providing training and counseling, and evaluating performance of Compliance Monitoring Technicians. Serves as coordinator for the Industrial Pretreatment (IPP) and Grease Management (FOG) programs. Works with the CM Manager to prepare the annual pretreatment report for the Florida Department of Environmental Protection. Assists the CM Manager with applications for industrial wastewater discharge permits. Assists with wastewater billing operations. Assists the CM Manager with expanding the City's Fats/Oils/Grease inspection program. Assists in the preparation of annual budget estimates and monitoring of expenditures and prepares other reports for IPP and FOG programs and field services activities. 2. Technical: Plan and organize all pretreatment activities. Provide recommendations on needed changes to the City's pretreatment ordinance. Provides technical advice and assistance to associates and industrial users. Investigates existing and new industrial and commercial users to determine the nature of business and to establish wastewater monitoring and permits as required. Perform statistical analysis in the preparation of technical reports and correspondence with regulatory agencies. Read and interpret construction drawings and pipeline schematics. Evaluates wastewater treatment plant upsets and industrial sludge discharges to identify offending sources. Provides input and prepares evidence to initiate enforcement action in accordance with applicable industrial user permits and wastewater discharge regulations. 3. Inspections/Sampling: Conducts site inspections to establish compliance status for commercial/industrial customers. Conducts industrial pretreatment inspections and field monitoring activities. Collects drinking water, wastewater, stormwater, and groundwater samples at various locations to maintain compliance with State and Local requirements. Organizes and schedules sampling events and sample shipments. Use and care of automatic flow measurement and sampling equipment. 4. Customer Service: Communicates with commercial/industrial customers on site to educate business owners on reducing over-strength sewage flows. May visit various industries for meetings regarding compliance issues or laboratory data. Communicates with commercial/industrial customers concerning compliance with the city ordinances, codes, and state regulations. Communicates with Compliance Monitoring Technicians and supervisor concerning commercial/industrial customer's compliance with the city ordinances, codes, and state regulations. Perform any other related duties as required or assigned.Bachelor’s degree in biology, chemistry, environmental science, engineering or related field; supplemented by five (5) years of professional level experience in relevant wastewater, environmental, laboratory, IPP, or regulatory field. An equivalent combination of education, training, and experience may be considered. Two (2) years supervisor experience preferred. REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS Must possess and maintain a valid Florida Operator Driver's License with an acceptable driving record. For consideration of pretreatment area of responsibility, a FIPA or FWPCOA "C” Industrial Pretreatment Certification is required or FDEP Wastewater Operator License. ADDITIONAL INFORMATION Laboratory - Must have strong working knowledge of Laboratory Information Management Systems. Must have working knowledge of the NELAC/TNI Quality System. Knowledge of standard lab procedures, hazards and safety precautions in using chemicals and lab/sampling equipment. Pretreatment - Considerable knowledge of State and Federal water pollution, environmental and wastewater laws, and regulations. Considerable knowledge of water pollution, monitoring and control methods. Both areas - Ability to perform advanced mathematical calculations. Knowledge of lab/field quality assurance/quality control procedures. Knowledge of the principles of bacteriology and chemistry. Ability to follow oral and written instructions. Strong organizational skills. The ability to formulate and interpret detailed logs and graphs. Ability to communicate clearly and courteously. Ability to remain calm in stressful situations. Must have a strong working knowledge of Microsoft Office Package Software (Excel, Access, Word and Outlook) or similar type Software Suite Package. Must reside within 45 minutes of City Hall (110 SE Watula Avenue) using Map Quest. COMMUNICATION SKILLS Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; Ability to write routine reports and correspondence.
