    POSITION SUMMARY

    • Responsible for managing Configuration Identification, Configuration Control, Configuration Status Accounting, and Configuration Verification and Audit to ensure the Program Management Office for the Company’s Offshore Patrol Cutter (OPC) Project is compliant with regulatory, quality, company, and United States Coast Guard (USCG) requirements.
    • Responsible for managing change, the primary role of this position is to handle all coordination and execution of Class 1 ECPs (engineering change proposals) that may be originated from either USCG. Coordination includes tracking the ECP from development, management of subcontractor proposal effort, liaison with engineering, ILS, planning, estimating, and production on ECP development, and management and development of ECP labor and material content. Change Manager also plays a vital support role in working with ESG ILS and Configuration Managers for ensuring ship’s configuration is updated once ECP is approved.

    ESSENTIAL DUTIES & RESPONSIBILITIES: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

    • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays
    • Comply with the company, Federal, State, and local safety, ethics, and environmental rules, regulations, and policies while performing duties
    • Identify and work with the contracting officer, technical director, and PM/DPM on new changes
    • Provide turnkey support in maximizing cost and profit margins (risk assessment of change) in changes, subcontract proposal review, oversight and review of estimates/pricing, and analysis of cost factors in support of forming ESG price position on changes. Serve as TER (technical evaluator reviewer) lead for contracting office during negotiations. Furthermore, support EV manager in allocating to CAM’s the change cost and management reserve allocations
    • Review contract and work with production on changes and areas of contract execution requiring deviation and or request for equitable adjustments
    • Work with production on areas where waterfront changes can be initiated
    • Provide CAM level support to Earned Value Manager for changes to Initial Baseline Review
    • Manage all VECP (value engineering change proposals)
    • Manage all Class 1 ECPs requested from USCG
    • Manage proposal prep fees and ensure allocation of proposal costs are executed promptly
    • Report to Integrated Logistics Support (ILS) Manager status of Company’s Allocated Baseline
    • Develop and implement Configuration Management processes to comply with internal and external customer requirements
    • Manage Configuration Management Plan
    • Conduct training of the change management and data management systems & tools
    • Review and approve documents to ensure that they meet the company configuration requirements
    • Track Allocated Baseline artifacts from the Configuration Management (CM) Plan
    • Track key configuration items for the Master Equipment List (MEL), Bill of Material (BOM), and Configuration Status Reports (CSR)
    • Assist in drafting materials for USCG reviews
    • Work on a collaborative Integrated Data Environment (IDE) and manage the configuration of the ship’s baseline
    • Run and manage multi-system integrated product teams (IPT) and conduct extensive reviews of various reports and documents to ensure they meet the specifications documented in the Program’s Configuration Management Plan before submission to Government
    • Ability to lead a configuration management board
    • Direct and coordinate with project stakeholders to ensure quality deliverables are submitted, controlled, and maintained by the Contract requirements.
    • Create and control workflows to ensure data is properly updated and approved on the company’s Integrated Data Environment (IDE)
    • Perform other duties as instructed

    SUPERVISORY RESPONSIBILITIES: Directly and/or indirectly supervise employees assigned to the OPC Dept. Travel is primarily local, although some out-of-area and overnight travel may be required.

    REQUIREMENTS

    Education/Experience:

    • Experience working in acquisition shipyard programs with regards to Change Management, estimating, engineering and design, planning, ILS, and design experience including estimating and execution of design and construction packages. A business degree at bachelor’s or higher desired or 10 years or more experience in related Change and configuration management experience working with USCG/DoD/US Navy. An equivalent combination of education and experience may be considered.
    • Experience working in USCG/DoD/US Navy environment in ILS, Change and Configuration Management desired; a bachelor’s degree. Experience in Object-Oriented Design and Requirements Development and/or 5 years of working with a Product Data Management database highly desired.

    Skills: Requires excellent written and verbal communication skills and the ability to effectively present information and respond to questions from senior management, employees, government officials, and the public. Ability to carry out and understand assignments, and/or convey or exchange routine information. Ability to read, analyze, and interpret, professional journals, general business periodicals, technical procedures, company policies/procedures, or governmental regulations. Ability to rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports. Ability to work in a highly technical and fast-paced detailed design and construction program environment. Ability to multi-task and work on multiple projects simultaneously. Ability to work both independently and as part of a team.

    Advanced level Microsoft Suite experience including Word, Excel, and PowerPoint required. Requires excellent written, oral, and presentation/communication skills. Experience managing and maintaining an IDE database (Synergis Adept a positive). Experience with AutoCAD.
