Assistant for Financial Analysis, Procurement HV-NTP-9896

Qualifications for Employment

Bachelor’s Degree in Accounting or a related field and two (2) years of accounting experience or an Associate’s Degree in Accounting or a related field and four (4) years of accounting experience.   Experience should include maintaining financial accounts and records. Proficiency with Microsoft Word and Excel required.
The preferred candidate will have NYS Contract and Procedure experience. 

Nature and Scope of Duties: 
The Assistant for Financial Analysis-Procurement reports to the Director of Procurement or their designee and performs the following duties: 
•    May be responsible for the supervision of clerical staff and workflow in the office, which includes but is not limited to training, evaluation and development.
•    Assists with review of all aspects of the Office to include but not limited to, maintenance and updating of college’s E-Procurement system and related Ellucian updates
•    Reviews all college approved travel.
•    Provides training on policy and procedures related to purchasing and procurement to the campus community.
•    Supervises and reviews acquisition of equipment, office supplies, educational supplies, leases, maintenance contracts, and professional services.
•    Assists and reviews the production and opening of all bids, requests for proposals, written and phone quotes, and the adherence of rules and regulations set forth in General Municipal Law, the County of Rensselaer, and the Board of Trustees of HVCC.
•    Maintains, reviews and performs periodic audits on purchasing and procurement files and records modifying and implementing to ensure compliance and best practices are followed.
•    May represent the office on campus task force and/or committees.
•    Maintains comprehensive purchasing policy and procedure manuals for desk audit and training purposes.
•    Responds to vendor and employee inquires and issues related to purchasing and procurement.
•    Performs other duties as assigned. 
This is a full-time 37.5-hour work week position with a salary range of $44,000-$46,000.
