GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: classification: monitoring on-site activities, inspecting sites for conformance to plans and specifications and communicating with contractors. Incumbents must have a solid knowledge of construction standards and practices and perform work within a defined framework of procedures and standards. Incumbents may perform some duties independently on a day-to-day basis, but they must maintain frequent contact with supervisors to maintain accountability and seek guidance on complex matters.
SUPERVISION RECEIVED
Incumbent works under the direct supervision of the State Quartermaster overarching supervision. Incumbent periodically completes other tasks as assigned from the Construction and Facilities Management Officer (CFMO) in direct support of agency needs.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
1. Completes NGB Form 420R and Environmental Records of Consideration as required for project submission and tracking
2. Responsible for accurate and timely input of project info1mation into PRIDE Web
3. Develops Scopes of Work for A/E services and or construction contracts as required
4. Acts as the Designs & Project Management Specialists' representative for A/E oversight during design phase
5. Acts as the Designs & Project Management Specialists' representative during construction and provides on-site oversight of
construction activities
6. Coordinates all environmental efforts with members of the environmental staff from project conception through design and
completion of construction activities.
7. Develops project overview narratives based upon guidance provided from the Designs and Project Management Specialist
8. Review and gain an understanding of all project documents including plans, specifications and submittals to be familiar and
current with all aspects of assigned projects.
9. Participate in pre-construction meetings with designers, contractors, and Designs and Project Management Specialist to
contribute to quality designs that meet the needs of the agency and the users.
10. Monitor project progress through on-site inspections and weekly meetings with contractors for compliance with all plans,
specifications and safety standards; maintain frequent contact with contractors to verify quality of materials and practices being used and
ensure projects are completed on time, within budget and according to specifications and sound engineering practices.
11. Identify problems, issues or specification violations; escalate the situation to the Designs & Project Management Specialist to
jointly develop a solution and determine how to handle the situation.
12. Prepares clear, sound, and accurate informational briefings, planning reports and studies as directed
13. Conducts periodic site inspections to ensure project delivery in accordance with all project documents.
14. Submit contractor invoices and applications for payment to Resource Management for processing and CFMO approval
15. Ability to develop and use databases, spreadsheets, and word processing equipment to provide necessary information to
contractors, vendors, and military personnel.
16. Completes other duties as assigned by the Designs & Project Management Specialist on behalf of the Construction and Facilities Management Officer.
QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities)
1. Knowledge of basic math and geometry and ability to perform mathematical computations
2. Knowledge of the principles and practices of facility construction management.
3. Knowledge of the inspection techniques and safety practices used for facility construction projects.
4. Knowledge of the types and uses of materials and equipment used for ·facility construction projects.
5. Ability to understand, explain and apply the laws, regulations, policies, procedures and standards governing construction.
6. Ability to read and interpret documents such as plans, specifications, blueprints and drawings
7. Ability to gather and organize information according to established procedures
8. Ability to communicate effectively, both verbally and writing
9. Ability to interact effectively with diverse groups of people.
10. Ability to exercise leadership in group situations
11. Ability to use a computer to manage databases, communicate and produce written documents
12. Ability to adapt to varying work situations and adjust to meet emergency or changing program or production requirements
13. Ability to work independently
QUALIFICATIONS ACQUIRED ON JOB
1. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
2. Knowledge of the types and uses of agency form.
MINIMUM ENTRANCE REQUIRMENTS
1.Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in construction
management with at least two years' experience as an on-site project superintendent and (B) of which at least one year must have been in a
professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
2. A Bachelor's degree with a major in construction management, architectural engineering, civil engineering, structural engineering or
mechanical engineering be substituted for the required experience. *
3. Ability to hold a Military Common Access Card (CAC)
