Contracts Administration Director jobs in Maryland

Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     Main Purpose of Job

    The main purpose of this full-time position will be to direct the Administration Division of St. Mary’s County Health Department. This includes the Fiscal Services Department, Medical Assistance Transportation Program, Physical Plant/Facility functions for 27,000 square foot facility and three other satellite locations, Timekeeping/Payroll, Human Resources, Central Medical and Vital Records Department, telecommunications, Fleet Vehicle and Maintenance Program, and Front Desk. This position will oversee and manage the financial and administrative resources for the agency as well as act in a key management role working with the Health Officer, Deputy Health Officer, Division and Program Directors to plan, implement and assess new fiscal, HR, and administrative initiatives and services.

    MINIMUM QUALIFICATIONS

    Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of professional health or human services experience, including three years at a supervisory or managerial level. A Master's degree will substitute for one year of general experience. A Doctorate degree will substitute for two years of general experience. Additional experience will substitute on a year-for-year basis for the college degree.
