    What You'll Do:

    Supports Deloitte’s portfolio of Enterprise Contract Vehicles (ECV) as part of the Deloitte Government and Public Services sector. Supports activities related to complex contractual matters associated with the pre and post award management of ECV vehicles. Examples of the ECVs can include the GSA Schedules/GWAC/MACs and State, Local, Higher Education (SLHE) such as NASPO ValuePoint. Supports activities that enable Deloitte to secure positions on ECV vehicles. Interfaces with internal and external clients and ensures completion of various contract projects. Individuals in this role will have the ability interface with client representatives and will assist with the development of policies related to ECV vehicles and their administration. Supports the ECV portfolio compliance program to ensure contracts administration is conducted in an efficient and compliant manner. Ability to effectively communicate to peers and internal leadership and clients.

    Illustrative Duties and Responsibilities

    • Provides advice that shapes win strategies to enable Deloitte to secure positions on ECVs.
    • Responsible for compliance and accuracy of the contracts’ administration and deliverables within assigned area of responsibility.
    • Supports ECV operational activities including monthly/ quarterly reporting, document, website, and database management
    • Serves as Advisor on matters related to assigned ECV portfolio and works to align team actions with Practice strategy and objectives.
    • Monitors assigned portfolio to identify compliance risk areas and opportunities.
    • Identifies, establishes, and maintains client relationships.
    • Effectively works with stakeholders to assess Federal procurement policy and implement required actions.
    • Influences and secures approval from leadership for desired solutions. Assists with the implementation of solutions, guides, educates and trains account and contracts personnel. 
    • Acts as the subject matter expert on assigned contracts and communicates key messages to stakeholders
    • Support Request for Proposals/Quotes (RFP/Q), to include reviewing the RFP/Q to provide guidance to the business on the Federal Acquisition Regulations (FAR) and General Service Administration Acquisition Regulation (GSAR)
    • Review proposal documents for compliance with Solicitation Instructions, complete Representations and Certifications, and inclusions of contractual risk mitigation language. Inform leadership of any contractual concerns in the proposal and provide recommendations for revisions.
    • Ability to research contract regulations, terms, and conditions, in particular the Federal Acquisition Regulations (FAR) and General Service Administration Acquisition Regulation (GSAR) or policy to provide compliant guidance to the business team.
    • Independently conduct reviews of complex contract actions in all phases of the contract life cycle - develop and implement tactical action plans to address risks and opportunities. 
    • Ability to synthesize large amounts of quantitative and qualitative data and integrate into meaningful market procurement trends, reports and recommendations, with strong attention to detail.
    • Collaborate and build working relationships with other enabling areas to address complex contracts administration and proposal challenges. 
    • Develop skillset and knowledge to serve as a ECV expert on selected areas related to federal contracts and acquisition. Serve as the group SME for a selected acquisition/Contracting Topics and actively share lessons learned to facilitate knowledge sharing within team and larger organization.
    • Act as an advisor to business leaders on contractual matters in assigned portfolio and is in-tune with strategy and account objectives and priorities. Track and communicate the key issues and status of contracts portfolio relative to contract requirements.

    Required Qualifications:

    • Bachelor’s degree (preferably in Accounting, Finance, or Business)
    • 8 years of professional work experience
    • Experience managing multiple contract types (e.g. CPFF, CPIF, CPAF, FFP/LOE, T&M, FFP) and solicitation types (e.g. FAR Parts 8 and 16). 
    • Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve.
    • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 

     Preferred Skills:

    • Advanced degree and/or master’s certificate NCMA: CFCM, CCCM, or CPCM.
    • Deep knowledge of Federal (FAR) Contracting regulations or policies, depending on account Contracting regulations.
    • Experience working with either Federal government procurements, to include GSA Schedules, GWACS, and/or MA IDIQ procurements.
    • Demonstrated ability to work effectively and collaboratively with teams in a demanding executive level work environment.

    The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $84,300.00 - $140,600.00 You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
