Our Data Management Office is recruiting a Contracts Specialist with an aptitude an interest in contract requirements pertaining to sharing confidential information with external parties.
The Department of Licensing is one of the most public facing state agencies and the second largest revenue generating agency in Washington State. As the Contracts Specialist, you will lead the processing of agency-wide data sharing agreements, ensuring all contracts contain the necessary requirements. Your attention to detail and analytical abilities will be vital to your success as you draft data sharing requirements and establish and maintain an inventory of all data sharing agreements. In collaboration with internal stakeholders, you will be relied upon to resolve issues, assess risk, review data applicants, and draft and negotiate contracts. Your work in this role will be essential in protecting the data of our customers
Some of what you will be doing:
- Produce, review, negotiate, and approve new contracts and data sharing requirements suitable for each unique data sharing relationship.
- Modify contracts when conflicts arise.
- Consults with other divisions on necessary data sharing requirements to include in their agreements or amendments involving data sharing.
- Determine potential impact to customers when notified by Information Security of known system outages, upcoming maintenance, changes to systems, etc.
- Facilitate technical support for users in response to inquiries about system functionality and assist with troubleshooting related to data files.
What you will bring:
Six (6) years of professional experience in negotiating, administering, or terminating contracts, contract property management, contract cost or price analysis.
OR
One (1) year of experience as a Contracts Specialist 1.
Up to four (4) years of relevant education may substitute year for year for experience.
(Associates degree = 2 years Bachelor’s degree = 4 years)
*Relevant education will include business administration, business law, commerce, economics, mathematics, statistics, or closely allied field.
Experience must include:- Knowledge of laws, rules and practices related to sharing of personal and identity information.
- Demonstrated proficiency using Microsoft Office 365 productivity software, including Outlook, Word, and SharePoint.
What may help set you apart (Preferred):- Knowledge of contract compliance principles and practices, including auditing, breach, and damages.
- Ability to independently prioritize a high-volume workload and manage competing program staff priorities.
- Ability to interpret and convey rules and regulations, and legal terminology to broad audiences and make recommendations in the best interest of the agency. To include clear, accurate verbal and written communication.
- Strong analytical ability demonstrated by using data and information in a clear and rational thought process to assess and understand issues, evaluate options, create accurate conclusions, and make clear and sound decisions.
Additional Requirements of Employment:- Prior to a new hire, a background check including criminal record history will be conducted.
